The Atmanirbhar Panchayat initiative by the Ministry of Panchayati Raj continues to strengthen the vision of financially empowered and self-reliant Panchayats across India.
On 9th June 2026, an Outreach Workshop on the Atmanirbhar Panchayat Programme was successfully organised at Gandhinagar, Gujarat, bringing together Panchayat representatives, ,Senior officials from MoPR, officials from Government of Gujarat, and financial institutions like NABARD and HUDCO. The workshop connected eligible Gram Panchayats and Block Panchayats across Gujarat, enabling broad-based participation and engagement..
The workshop focused on presenting the vision, objectives, and operational framework of the Atmanirbhar Panchayat Programme. Key sessions included the national roadmap for Panchayat-led economic development, a live demonstration of the Atmanirbhar Panchayat Portal, discussions on financing opportunities, and an interactive dialogue with Panchayat representatives. The engagement reinforced the importance of creating sustainable, bankable project, and scalable revenue-generating initiatives that can strengthen Panchayat Own Source Revenue (OSR) and accelerate local economic development.

Through technical assistance, we are supporting Panchayats in project identification and structuring, financial modelling, strengthening governance systems, facilitating financing through PPPs, CSR and institutional partnerships, enabling convergence across government schemes, and building capacities for sustainable revenue enhancement and local economic growth.

He holds both a bachelor’s degree and PhD from the London School of Economics and Political Science (LSE) and is a Certified Management Consultant (CMC).
Ricardo brings a unique combination of strategic insight and practical implementation expertise. He has led high-impact assignments for key development institutions, including the European Commission, OECD, GIZ, FCDO/DFID, UNDP, UNCTAD, EBRD, ILO, ADB, World Bank, USAID, and Danida.
With a deep and practical understanding of institutional architecture, policy environment, and post-conflict recovery dynamics, and a career spanning over 30 years across transition economies, Ricardo brings not only technical depth but also a trusted reputation among donors, policymakers and peers.He is leading Triple Line’s strategic expansion into continental Europe, including Ukraine, while strengthening our credibility across the broader region and beyond.
