Ashwajit Singh

Founder & Managing Director
IPE Global

An alumnus of Harvard Business School and the London School of Economics and Political Science, Ashwajit Singh has over 30 years of experience in the social sector and has led several projects across Asia and Africa. An Inlaks scholar, he is a Chartered Accountant, Company Secretary (Gold Medallist), and has graduated from Shri Ram College of Commerce.

Ashwajit Singh is the Chairman of Triple Line Consulting (an IPE Global Group company), a UK-based international development consulting firm. He is the Chairperson of Northern Chapter of Healthcare Federation of India (NATHEALTH) and Senior Advisor to SAMRIDH, India’s first healthcare blended finance facility, supported by USAID. He recently became the Board Member of Maternity Foundation, a leading Danish NGO that works to improve maternal and newborn health. He is the former Chairman of the Public Administration and Management Technical Advisory Panel (PAMNET), Africa Capacity Building Foundation (ACBF), and Trustee of the Centre for Urban and Regional Excellence (CURE), an NGO that focuses on building resilient communities and cities.

Ashwajit Singh has won several awards including the Social Entrepreneur of the Year Award (2022), Excellence in Entrepreneurship Award (2021), Distinguished Alumni Award – Shri Ram College of Commerce from the (Late) Honorable Finance Minister of India, Shri Arun Jaitley (2019); CA Business Leader (Global) Award by ICAI (2015); Global Punjabi Society Achiever Award by Former Indian PM Dr. Manmohan Singh (2015), and featured in the list of Top 10 Global CEOs in Consulting & Business Services (2017).

Shri C.K. Mishra

Non-Executive Director

 Retired from the Indian Administrative Service with over 30 years of public service, Shri C.K. Mishra served as an administrator, policy-maker, and public health strategist holding a wide range of assignments
in the fields of Health, Education, Industry, and Power. As a Former Secretary, Ministry of Environment, Forest & Climate Change, Government of India, he has led Indian negotiations at important forums such as United Nations Framework Convention on Climate Change, Montreal Protocol on Substances that Deplete the Ozone Layer, and various other multilateral events.

Prior to this, he was Secretary in charge at the Ministry of Health & Family Welfare and held the additional charge of the Ministry of AYUSH for some time. As Additional Secretary & Mission Director, National Health Mission, he led one of the most extensive public health programmes globally. Shri Mishra is recognised for his significant contributions to improving the Indian
Public Health landscape.

Kawaljit Singh

Non-Executive Director

Retired from the Indian Revenue Service (IRS), Kawaljit Singh is a former Chief Commissioner of Income Tax, Rajasthan and Madhya Pradesh, and Finance Member, Delhi Development Authority (DDA). He has over 40 years of work experience in governance, development, revenue, and policy formulation & implementation.

 

Jamie Andrew Simpson

Executive Director

An economist and management consultant, Jamie Simpson has over 25 years of experience in strategic planning, public sector reform, infrastructure investment, and service delivery in Africa, Asia, Europe, and North America. He has worked with several IFI / Development Agencies, including World Bank, IFC, Asian Development Bank, UK DFID, PIDG, and United Nations. As Project Director/Manager, he enabled governments and senior executives to formulate strategies and investment plans.

Dr. Lena Gupta

A leading practitioner in Obstetrics & Gynaecology, Dr. Lena Gupta has over 25 years of experience in the medical field. As a trustee of The Arpana Trust, she has worked relentlessly with underprivileged sections of society and trained groups of over 2,700 women to become self-sufficient.  

 

Sunil Mitra

Retired from the Indian Administrative Service (IAS), Sunil Mitra is former Finance and Revenue Secretary, Government of India, Secretary – Disinvestment, Government of India and Secretary – Power, Government of West Bengal. He has over 40 years of public service experience in diverse fields such as Industrial Development, Public Enterprise, Energy, Defence, and Finance.  

M.K. Padma Kumar

M.K. Padma Kumar is involved in developing strategies and managing operations for the IPE Global Group.

He has over 25 years of experience in the development sector, working in civil society organisations and international development agencies like DANIDA and DFID. As the Head of State Partnerships at the DFID India, he was responsible for developing partnerships, programme design, management and strategic oversight of all programmes implemented in Bihar, Madhya Pradesh and Odisha. He has managed various development programmes. His expertise lies in driving operational, financial and programmatic transformations. Before DFID, he was associated with Danish International Development Agency (DANIDA), Help Age and World Wildlife Fund.

He holds a Master’s degree in Business Management with specialisation in Human Resource Management and Finance. He is extensively trained in Project Cycle Management, Grant Management, Performance Management, Leadership Skills and Change Management.

 

Abdul Rahim

Abdul Rahim is a senior development professional with over 20 years of experience across diverse sectors, including urban, health, rural & social development, and IT & e-governance. He has led several large, multi-year, multi-departmental projects such as the Health Systems Development Initiative (HSDI) for the Government of West Bengal; Odisha Modernising Economy, Governance & Administration (OMEGA) programme for the Government of Odisha, and Growth Resources and Opportunities for Wealth Creation (GROW) with the Government of Bihar.

He played a key role as the Quality Monitoring and Evaluation Expert in the DFID-supported Knowledge Partnership Programme (KPP), Knowledge Management (KM) and M&E Specialist in USAID-supported SAMRIDH and SAMVEG Projects. He has served as the Cross-Learning Platform Expert for the BMGF-supported WeCan programme. He has been an advisor to several government agencies throughout India and internationally across Bangladesh, Afghanistan and Jordan.

He holds a Post Graduate Diploma in Business Management from XLRI Jamshedpur (India). He is an accredited Management Teacher from AIMA. He’s a a certified Trainer, NLP Practitioner and a member of Toastmasters International & Junior Chamber International.

Himanshu Sikka

Himanshu Sikka is a development planner by qualification and has worked with several international agencies, including The World Bank, DFID, USAID, UNICEF, ADB, WHO and The Global Fund. He brings over 20 years of experience working in diverse geographic settings like India, Bangladesh, Nepal, DR Congo, Ethiopia, Kenya, Ghana and the United Kingdom. His technical expertise ranges from working at the grass root level to supporting national and provincial governments in developing policies and large-scale programmes. He has been instrumental in designing and deploying innovative financing instruments such as impact bonds, conditional cash transfers and blended healthcare financing models. He is the Project Director for USAID-funded PAHAL Project (including SAMRIDH Healthcare Blended Finance Facility) and Strategic Advisor for the USAID-funded MOMENTUM MNCH Accelerator SAMVEG project. He has previously been involved in large programmes like USAID-funded VRIDDHI and DFID Bihar SWASTH projects. Himanshu is a Board Member on IPE Global group companies Triple Line Consulting, UK and Ajooni Impact Investment Advisors Pvt. Ltd. He is also a Trustee for the Centre for Urban and Regional Excellence (CURE). Himanshu is a Shell Centenary Chevening Scholar and Otto Königsberger Scholar.

Rattan Chhabra

Rattan Chhabra is involved in several critical functions for managing financial accounts, procurement, and administration within the Group.

Analysing and chalking out various investment strategies over the years, he is responsible for the Group’s financial management, planning, accounting, commercial and legal functions. He has developed internal control and audit systems and looks after corporate compliances & restructuring, statuary compliances and finalisation of joint ventures. He has led due diligence of target enterprises for grant, investment, and funding to enable businesses to achieve scalability and sustainability. He is also involved in Financial and HR Management of development sector projects of multilateral and bilateral agencies, including DFID, UNICEF, UNDP, and WHO.

Mathis Primdal

Director & COO – IPE Triple Line

Mathis Primdal is an accomplished executive with over 20 years of experience in consultancy across the public and private sectors and significant expertise in building businesses in Africa, Asia, and Europe. Mathis is the Director and COO of Triple Line and Vice President of IPE Global with executive responsibility for leading the Europe, Africa, and Southeast Asia operations.

As the Director & Chief Operating Officer of Triple Line, he is responsible for overall management and oversight of business operations, strategic and operational business development, organisational development, client management, and partnerships.  As Project Director and Technical Consultant, he has worked closely with multilateral development banks and financial institutions. Over the years, he has accumulated extensive expertise in managing and directing large multi-sector, multi-country infrastructure reforms, development, and financing projects, often in challenging settings. He has also worked extensively with FCDO, Danida, Sida, and AFD. Mathis has a Postgraduate Diploma in Corporate Strategy, Organisational Development, and Leadership from Copenhagen Business School, Denmark, and a Bachelor’s degree in Business Administration from Copenhagen Business School, Denmark.

Tanya Singh

Senior Director

Leads the Corporate Communication & Quality Assurance functions within the Group to promote the Group’s vision, Strategy, and Client engagement. Tanya Singh guides and strategically advises on the organisation’s goals and operational objectives for maximising business potential.  

Tanya is also the Managing Trustee of the Centre for Urban and Regional Excellence (CURE) and a board member of the IPE Centre for Knowledge & Development. She is committed to creating a gender-inclusive environment that enables people to work without fear of prejudice. She believes in giving back to society by mentoring organisations in their Corporate Social Responsibility (CSR) activities to bring positive change in the community.

She has a Bachelor’s degree from Shri Ram College of Commerce (SRCC) and is a Chartered Accountant from Pricewaterhouse (PwC). Earlier, she worked with the Oberoi group of Hotels as Manager, Credit & Finance. She has been a leading marketing partner with Bank of America and ABN AMRO and a corporate partner with Bharti Airtel for over a decade.

Clarissa Poulson

Clarissa Poulson is a Board Member and leads the Triple Line Monitoring, Evaluation, and Learning portfolio.  

Technically guiding experts on monitoring, evaluation & learning, grant management, gender & social inclusion, and policy research, she leads assignments for international development, particularly for complex and multi-country programs. Clarissa has extensive experience managing grant funding programs, from fund design and grantee selection to performance and risk management across the portfolio. Her clients include bilateral donors (DFID, USAID), foundations (Standard Chartered, GSMA), NGOs (Global Witness, elhra), and research bodies (World Resource Institute). She received the ‘Best Paper’ award at the 2019 UK Evaluation Society Conference for her work on evaluating innovation funds.

Previously, Clarissa had a successful career in the UK civil service across senior posts in policy, strategy, public service delivery and reform, HR, and Ministerial offices. She has an MSc in Development Studies from the School of Oriental and Africa Studies at the University of London and a geography degree from the University of Cambridge.

Raghwesh Ranjan

Raghwesh Ranjan leads Social and Economic Empowerment practice for the Group. A social change enthusiast and a systems thinker with over two decades of work in the social sector, he creatively designs solutions that bring the best of communities and governments together to tackle some of the complex developmental challenges.

Raghwesh has implemented and managed several transformational initiatives focused on sustainable livelihoods, voice and accountability, normative change, and government reforms to boost economic, health, nutrition, and education outcomes for women, girls, and marginalised communities.  Prior to joining IPE Global, he worked with Department for International Development (DFID), PwC India, and Development Alternatives. He has contributed to several peer-reviewed journals and has book chapters to his credit on a range of sustainable development issues. Raghwesh holds an MA in Governance and Development from the Institute of Development Studies at the University of Sussex, United Kingdom. He is a recipient of the prestigious Ford Foundation International Fellowships Programme.

Shalender Sharma

Director – Education & Skills Development

Shalender Sharma is a development sector expert with over two decades of experience in Education and Skills Development (ESD) with organisations like UNESCO, UNICEF, ADB, The World Bank, DFID, NITI Aayog, and National and State Governments. He has led, managed, and worked as a specialist on large-scale transformation projects and business process reengineering assignments for national and international organisations. Leading the department, Shalender continues to undertake a variety of roles, including policy review and reform, program design, and on-ground implementation. He offers strategic direction and guidance to businesses in the area and helps position them as a best-in-class offering for clients and stakeholders. Shalender has led projects related to the professional development of teachers, reforming pre-service and in-service teacher training, development of the School Education Quality Index, Baseline for the SANKALP (Skill sector strengthening program), Training Management System, etc.

Before joining IPE in 2013, he worked for 15 years with MHRD and NUEPA/NIEPA.

Shantanu Das

Director – Economic & Public Financial Management

Shantanu Das leads the Research and Evaluation and PFM practice for the Group. With over 20 years of experience in International Development, he has demonstrated expertise in designing, implementing, monitoring, and evaluating large multi-million-dollar programs and multi-country evaluation assignments.

Shantanu has experience working in many countries in Asia and Africa- Bangladesh, Myanmar, Cambodia, Vietnam, Bhutan, Ethiopia, Ghana, Lesotho, Malawi, Uganda, and many others. He has expertise in designing and evaluating assignments covering urban, HNWASH, nutrition, agriculture & food systems, private sector development & inclusive economic growth, and climate change.

Shantanu holds a Postgraduate degree in Economics and Business Administration. Prior to joining the Group, he worked with KPMG, DFID(FCDO) as an SRO and Economic Adviser, the Confederation of Indian Industry, and the Japanese Government.

Anil Bansal leads the Group’s Sustainable Cities, Infrastructure, and Responsible Tourism business unit. Anil, a seasoned professional and business leader for one of the largest and most diverse portfolios, manages these businesses in South Asia, Southeast Asia, and Africa geographies. With 20+ years of experience, he has led Project Management and Business Development for the Urban sector in areas of urban planning, infrastructure engineering, solid and plastic waste management, water & sanitation, infrastructure planning and development, public-private partnership, tourism and heritage conservation, urban reforms and governance, capacity building, and institutional strengthening.

He has spearheaded over 150 assignments and successfully implemented flagship programs and missions like SBM, AMRUT, Smart Cities, and HRIDAY. He has extensive experience working with bilateral and multilateral agencies, donors, and stakeholders, including ADB, DFID, WB, JICA, various ministries, and governments.

Anil holds an MBA with M.Tech in Environmental Science & Engineering and is an acclaimed ISWA-certified solid waste management expert.

Sudarshan Panda

Sudarshan Panda oversees and manages all corporate risk and compliance matters, including the Group’s procurements, contracting, and due diligence. Sudarshan is a seasoned Risk and Compliance professional with 18 years of professional experience in the service and consulting industry in business compliance & operations management. He brings strong contracting, financial management, and donor management skills with over 12 years of extensive experience in ethical practice & risk management.

He has rich experience in handling statutory and donor-driven compliance aspects and experience in developing guidelines relating to policies and procurement processes in line with DFID, CIFF, World Bank, ADB, UNICEF, USAID, etc.

Sudarshan holds a Bachelor’ in Commerce degree from NSCB College, University of Sambalpur, Odisha, and an MBA from the University of Sambalpur, Odisha.

Royston Brockman

Royston Brockman has over 40 years of professional experience across the private and public sectors in the infrastructure and urban development space. With extensive experience throughout Asia, the Pacific, Africa, and Europe, he has advised national and local governments and the private sector on infrastructure project finance, public-private partnerships, strategic urban development, urban renewal, affordable housing, and improving service delivery. He has, for many years, been working as a consultant for the Asian Development Bank and the World Bank, preparing and structuring urban development, shelter, and infrastructure projects for financing, and is engaged in institutional strengthening and capacity development programs. Recent assignments include Mongolia, Philippines, Myanmar, Armenia, and Vietnam projects. He works for ADB’s Independent Evaluation Department (IED), preparing quality reviews, project validation reports, and project performance evaluation reports.  

Royston has authored and co-authored several significant publications, including the ADB’s Managing Asian Cities and City Development Strategies to Reduce Poverty. Prior to joining IPE Global, he was a director of ICF/GHK and Managing Director of Brockman Tym International, a UK, and Hong Kong-based consulting company established to undertake institutional strengthening and financial and economic appraisal work on urban infrastructure, environmental, shelter, and land development projects. He is resident in Asia.

Dr. Renu Khosla

Renu Khosla is Director Centre for Urban & Regional Excellence (CURE). She is involved with several programmes in gender sensitisation, social development, urban community development and inclusion & empowerment.

Renu has worked extensively on socioeconomic poverty linkages, equity, and access to services for the poor. She has primarily created sustainable partnerships among government agencies, donors, research institutions and NGOs at the national and international levels. She has managed and provided inputs to numerous programmes of the Government of India and multilateral and bilateral agencies, including DFID, ADB, Water AID, AusAID, USAID and UNICEF.

Renu holds a Master’s degree in Child Development and a PhD in Home Science – Community Resource Management & Extension from the University of Delhi. She also has a Bachelor’s degree in Social Science in Child Development.

Sriparna Sanyal Iyer

Vice President – Urban Infrastructure

Sriparna Sanyal Iyer is involved in delivering various programs in the urban sector. She has over 25 years of experience in the development sector, having worked with grassroot organisations, funding agencies, and donors. In her 15 years as a consultant, Sriparna has successfully delivered various programs financed by FCDO, The World Bank, ADB, AFD, etc. She has been building her skills and portfolio on climate issues in recent years and has completed several assignments in this sector. Sriparna has worked extensively in almost all the states in India and internationally in Ethiopia, Bangladesh, and Tajikistan. 

Sriparna holds a Master’s degree from the School of Planning and Architecture, New Delhi, and was a gold medalist. Her other qualifications include a Bachelor’s and Master’s in Geography from the University of Kolkata.

Gurmeet Singh Kochhar

Gurmeet Singh Kochhar spearheads the Group’s Quality Assurance (QA) practice to support the overall business, focusing on adequacy, effectiveness, compliance, and completeness of business bids, including internal and external marketing collaterals. He has played a vital leadership role in many strategic issues at IPE Global, including developing corporate policies and streamlining department procedures, focusing on further strengthening the company’s corporate governance. Gurmeet brings over 16 years of knowledge in program & project management, quality assurance, branding strategy, and certification. He began his career with Tetra Tech Inc, wherein he served in various capacities – in the program and project management, operational leadership, and quality assurance for projects encompassing a broad spectrum of environmental and solid waste management advisory services. Also, during his stint with A2Z Infrastructure Limited, a leading Integrated Municipal Solid Waste (IMSW) Management company in India, he led the implementation of an Integrated Management System (QMS, EMS, and OHSAS) across 10 IMSW facilities spread in India. He holds Bachelor’s degree in Business Economics (Hons.) from the University of Delhi and a Master of Science degree in Ecology & Environment from the Indian Institute of Ecology & Environment. He is a certified internal auditor for QMS, EMS, and OHSAS.

Shilpi Jain

Shilpi Jain is a communication professional responsible for developing cohesive messaging and multi-channel communication strategy, which elevates the company’s reputation, performance, and connection with people. With nearly two decades of experience in the space, Shilpi leads all corporate communication activities and establishes media relationships, including responding to crises. Having worked in the Corporate space, Shilpi transitioned into the development sector in 2010 and spearheaded communication activities for the Government of India, International Aid organisations, and philanthropies. Prior to joining IPE Global, she worked with National AIDS Control Organisation (NACO), where she developed their digital media strategy and also supported several e-Campaigns. At WaterAid India, she successfully managed the India Sanitation Portal, launched at the South Asian Conference on Sanitation (SACOSAN) 2008 by the then Speaker of the Lok Sabha, Shri Somnath Chatterjee. She worked for nearly a decade with NIIT Limited and led several projects. She was given the Excellence Award in 2006 for creating a nation-wise Testing Certification platform.

Tesfaye Hailu

Country Head – Ethiopia

Tesfaye is a certified water and energy specialist with over 20 years of professional experience. He is the head of Triple Line’s operations in Ethiopia and leads the delivery of energy and climate finance programmes and projects in East Africa. Tesfaye has extensive experience in climate finance and in implementing water supply and renewable energy turnkey projects across the east and southern Africa regions. Prior to joining Triple Line, Tesfaye was the Country Programme Head in Ethiopia for the FCDO-funded Climate and Development Knowledge (CDKN) Programme that was managed by PwC and implemented by SouthSouthNorth (SSN). At CDKN, Tesfaye supported the implementation of Ethiopia’s Climate Resilient Green Economy vision and strategy and the provision of technical assistance to the Ministry of Finance (MoF) on climate finance and the Ministry of Water, Irrigation and Electricity (MoWIE) on Decentralised Renewable Energy (DRE). Tesfaye’s programme and project experience includes serving as lead advisor, consultant and programme manager in the water, energy, and environment sectors to government ministries, departments, and agencies (MDAs) in Ethiopia, Djibouti, Kenya, and Rwanda, bilateral and multilateral organisations (including AFDB, World Bank, USAID, FCDO, and GIZ), UN agencies (UNDP, UNICEF), and the private sector. Sanjay Agarwal is a seasoned Chartered Accountant with over 20 years of professional experience. With his domain knowledge and deep understanding of critical business drivers, he has brought continuous growth to the organisation. He leads the group’s leverage, liquidity, and debt portfolio. This includes managing the overall gamut of financial aspects of subsidiary companies – Triple Line Consulting, Imperia Health Private Limited, and IPE Global Africa Limited. He is responsible for setting up the financial management structure of Triple Line Consulting Limited in the UK. He introduced a cost budget system that resulted in increased project profitability and improved financial and operational effectiveness for the organisation.
Before joining IPE Global, Sanjay held the position of Head of Finance and Commercials at Imperia Health Private Limited. During his tenure, he was responsible for assessing the financial and operational viability of existing and prospective clients.
He has also worked as the Assistant General Manager at FIITJEE Limited, a leading education company. He played a vital role in financial statement preparation, internal audit coordination, and bank liaising for working capital requirements. He started his professional journey with Lovelock & Lewes (PwC), wherein he was involved in client proposals, budgeting, briefings, and contributed to various audit assignments.

Abinash currently leads the climate change and sustainability Practice at IPE-Global, a globally accredited international development organisation providing expert technical assistance and solutions for equitable development and sustainable growth in developing countries. He is a climate change expert and a reviewer of the Intergovernmental Panel (IPCC) on Climate Change’s sixth assessment report (AR6): Impacts, Adaptation, and Vulnerability. He is involved in designing decision-making toolkits for effective policy-making around the intricacies of climate change risks, sustainability, and environmental resources management. His work is focused on climate change risk assessment and adaptation solutions for concerned stakeholders.

He has more than a decade and a half of experience in evidence-based policy research on climate change impacts and risks, water management, climate change financing, and managing projects thereby advising, and supporting key decision-makers to mainstream climate change and sustainability from margins. He has led multiple research assignments on climate risks and adaptations and devised India’s first-of-its-kind Climate Vulnerability Index.
