IPE Global is supporting the TESDA: Technical Education and Skills Development Authority, Philippines, as the Project Management Consultant (PMC) for the Asian Development Fund (ADB)-funded Supporting Innovation in the Philippine Technical and Vocational Education and Training System (SIPTVETS) Project.
The PMC facilitated the first international benchmarking visit to India for 25 TESDA officials under SIPTVETS Project, led by Secretary and DG TESDA Jose Francisco Benitez.
In New Delhi, the delegation held discussions at Kaushal Bhawan with the Ministry of Skill Development and Entrepreneurship on India’s TVET ecosystem, key programs, emerging technologies, and collaboration opportunities. They also interacted with the NIESBUD – National Institute for Entrepreneurship and Small Business Development, National Skill Development Corporation, All India Council for Technical Education (AICTE), and engaged with 6 Sector Skill Councils (SSCs) similar to the project focus areas to exchange knowledge and best practices.
The visit marks an important step toward strengthening a future-ready, innovation-driven TVET system in the Philippines through cross-country learning.

He holds both a bachelor’s degree and PhD from the London School of Economics and Political Science (LSE) and is a Certified Management Consultant (CMC).
Ricardo brings a unique combination of strategic insight and practical implementation expertise. He has led high-impact assignments for key development institutions, including the European Commission, OECD, GIZ, FCDO/DFID, UNDP, UNCTAD, EBRD, ILO, ADB, World Bank, USAID, and Danida.
With a deep and practical understanding of institutional architecture, policy environment, and post-conflict recovery dynamics, and a career spanning over 30 years across transition economies, Ricardo brings not only technical depth but also a trusted reputation among donors, policymakers and peers.He is leading Triple Line’s strategic expansion into continental Europe, including Ukraine, while strengthening our credibility across the broader region and beyond.
