Amongst India’s states, Maharashtra has been deemed the worst prepared to handle the extreme events climate change is bringing. Andhra Pradesh, Rajasthan and Gujarat are the most prepared among India’s top greenhouse gas–emitting states to transition toward a low-carbon future.
