With the onset of Covid- 19 pandemic and ongoing global economic crisis, the World Bank decided to modify its funding processes to be more performance focused. Thus, Program for Result (PforR) has been introduced to build on the achievements of Phase 1 reforms under DPL 1 by supporting the Government of Himachal Pradesh in strengthening the operational and financial performance of SJPNL Utility and improving access to water supply and sewerage services in Shimla.
The program will primarily focus on Shimla Municipal Corporation (SMC) area and will be implemented by SJPNL. A budget of USD 250 million has been agreed for the PforR Program, out of which USD 160 million will be funded by the World Bank, and the rest USD 90 million will be funded by the Government of Himachal Pradesh.

As the Program Management Consultant (PMC) under Program for Results (PforR), IPE Global is responsible to set up a Program Management Unit in SJPNL and hand hold various initiatives by SJPNL. IPE Global will aid SJPNL in successful delivery around the three result areas by regularly tracking the progress of quarterly targets against the seven Disbursement Linked Indicators (DLIs).
