The Reproductive Health Output-Based Aid (RH-OBA) program in Kenya aimed to reduce maternal and neonatal mortality by improving access to quality reproductive health services for the poor.
Our firm evaluated Phase II (2008–2011) and conducted the baseline for Phase III, expanding to Kilifi and Kitui. Using OECD-DAC criteria, the evaluation assessed the program’s relevance, efficiency, effectiveness, and sustainability, while identifying lessons and areas for improvement. Baseline surveys in Nairobi, Kiambu, Kitui, Kisumu, and Makueni generated robust data to track future program performance.
