The programme identifies market-driven solutions to Myanmar’s urbanisation challenges, strengthens the democracy and decentralisation process by building the capacity of government agencies at Union, State and Region and city levels. The project aims to support sustainable, inclusive and climate-resilient cities that generate equitable economic growth opportunities for all.
IPE Global is providing technical support on city and regional interventions in Myanmar resulting in increased inclusive economic growth and job creation. The interventions will help city economies to become more productive, deliver access to reliable, affordable, renewable power for businesses and households, and strengthen investment in infrastructure services. IPE Global’s assistance is responsive to the needs of government and aligned with the Myanmar Sustainable Development Plan (MSDP).
IPE Global is providing strategic advisory support to Ministry of Housing and Urban Affairs (MoHUA), Government of India and target cities by fostering knowledge exchange with international experts from UK and the region on “smart” innovations. We are formulating pipeline of financially sound projects with cutting-edge technology for urban rejuvenation, transformation and placemaking. The projects will spur job creation, accelerate poverty reduction, strengthen urban institutions & Smart City Special Purpose Vehicles, and innovation partnerships. The programme builds on synergies of Foreign and Commonwealth Office, UK, funded support to MoHUA to roll-out AMRUT and smart cities mission.
DFID appointed IPE Global to provide technical advisory support to 28 ULBs and state level Urban Development and Housing Department in Bihar for capacity building to widen coverage of basic urban services. Over a span of seven years, the programme widened access to over 7 million citizens, spearheaded over 9,000 women’s self-help groups (SHGs) which have built savings of INR 130 million. Awarded best model/practice for successfully leveraging funds of INR 23 billion from central and state governments, and established an enabling environment for cities in Bihar to enter Smart City Mission pool. SPUR was accorded A+ rating by DFID on successful completion of the assignment.
IPE Global delivered engineering and construction services for improving connectivity between Sake & Masisi, and Bihambwe to catalyse economic activity and reduce transportation costs. Over 54 kilometres of gravel roads, drainage and slope stabilisation were structures constructed in a time-bound manner ensuring best construction practices for safety and generated local construction jobs. The inter-regional connectivity would improve security in the Kivu region by improving mobilisation of humanitarian actors and reducing travel times. Extensive stakeholder engagement activities were conducted with Provincial Government, Mission in the Democratic Republic of the Congo (MONUSCO), and Local Committees for Peace and Development (CLPD).
Atal Mission for Rejuvenation and Urban Transformation (AMRUT) project focuses on providing basic infrastructure services (e.g. water supply, sewerage, urban transport, parks and open space) to households and build amenities in cities which will improve the quality of life for all. IPE Global is assisting the Government of India in improving access to basic services in 41 towns across three states, impacting 22.5 million people. The aim is to increase the quality-of-life of city residents, with focus on poor and underprivileged sections as envisaged under AMRUT. As a part of the project, IPE Global is strengthening capacities of state and local government agencies in planning and implementation of water supply and sanitation systems, sewerage-septage management, drainage management (including Storm Water Drainage), building transportation and developing urban greenery projects. Across these three states we are managing a portfolio of over 600 projects with an estimated project cost of INR 90 billion while working in close association with the State Level Nodal Agencies (SLNA), Urban Local Bodies (ULBs), Water Boards and other line departments.
IPE Global is also supporting the J&K Government to improve city governance and municipal revenue through reforms and capacity building of the ULBs by preparing Unified Building Bye-laws for the UT, handholding the Client for implementation of Municipal Accounting reforms, IT & e-governance systems, PPP initiatives, sanitation bye-laws etc. In the transport sector, IPE Global is preparing the Parking Policy for the capital cities of the UT and as part of recent GoI AtmaNirbhar Bharat scheme for street vendors, we have prepared the Street Vendors Rules and Scheme-2020 for the UT of J&K.
IPE Global is managing the transformative city development projects from inception to implementation in the four cities with a collective outlay of over INR 90 billion. More than 84 sub-projects in Kochi, 75 sub-projects in Ujjain, over 50 sub-projects in Tumakuru, and 80 sub-projects for area-based development in Jabalpur, benefiting 3.8 million city residents are being implemented. A wide range of transformative investments will rebrand and revitalise these cities as destinations for sustainable tourism, business/economic zones, knowledge hubs, and centres for convergence within larger metropolitan areas. The ‘smart initiatives’ will be mainstreamed into the urban infrastructure, transportation, buildings, and soft infrastructure such as command and control centres.
CLIC is a £27m International Climate Fund (ICF) programme funded solely by BEIS, Government of UK. The primary focus of the programme is providing technical assistance to megacities in developing countries – helping them to plan for, and then attract financing for, ambitious climate actions.
IPE Global through its IPE Triple Line subsidiary has been commissioned by BEIS to undertake the assignment comprising the following: (i) An early formative evaluation on the suitability of the governance structure and performance of the delivery partners; (ii) An early impact evaluation of the effectiveness of delivery of technical assistance, global research and national advocacy in achieving programme direct outputs and progress towards medium term objectives, including an assessment of the likelihood of transformational change as a result of ICF support. (iii) A review of BEIS results reporting on CLIC.
GIZ is supporting MoHUA’s Smart Cities Mission in implementation of their urban development program in a result-oriented manner under climate change umbrella with an aim to enhance their visibility and relevance amongst the public, Indian decision makers and international political community. The overall objective of the project is to ensure integration of climate friendly solutions in urban infrastructure and development projects within the framework of Indian government’s Smart Cities Programme.
As a part of this project, IPE Global is supporting the Smart Cities of Bhubaneswar, Coimbatore and Kochi in the area of Solid Waste Management covering crucial aspects such as C&D waste management and Plastic waste management. We are also developing Monitoring, Review and Verification (MRV) systems for GHG emission monitoring for the sectors.
The objective of the assignment is to provide consultancy services to support the SPVs in planning, designing, implementing and monitoring Smart City projects envisaged under respective city proposals. This includes development of infrastructure across the project cities by incorporating smart urban services (24x7 water supply, 100% sewerage, efficient SWD network); Embedded Smart Solutions (Wi-Fi hotspots and kiosks, Energy efficient lighting etc.) etc. for both area based development as well as pan city solutions. IPE Global has been appointed to implement urban projects in 5 SMART Cities across the country under Government of India’s flagship urban planning program “Smart Cities Mission.
NUPRP (National Urban Poverty Reduction Programme) targets sustainable improvements in the livelihoods and living conditions of the urban poor across towns and cities of Bangladesh. Funded by the Department for International Development (DFID), United Kingdom (UK), it is being implemented by the Local Government Division (LGD) of the Government of Bangladesh together with the United Nations Development Programme (UNDP). The main objective is to support improvement of the understanding of the institutional and financial capacity of NUPRP cities/towns to carry out poverty reduction programming and analyse the specific contexts of each NUPRP city/town to identify opportunities and constraints for activities that will contribute to NUPR Programme. IPE Global has been assigned to support balanced, sustainable and pro-poor development for up to 4 million poor people - slum dwellers and low-income settlements - comprising approximately 1.2 million households living in urban areas. It looks to facilitate improved coordination, planning and management at national level and in programme towns and cities Citizens’ Participation and Community Mobilization.
IPE Global is developing and implementing a ‘Web-enabled GIS based Property Tax System for Ethiopia’ to enhance efficiency, transparency, and dissemination of property tax information to the general public. The web-based features will enable geo-spatially aware, in-time decision making and feed into the property valuation, taxation, and assessments for increasing municipal revenues in three pilot cities - Bahir Dar, Mekelle and Dire Dawa.
IGAD aimed to promote regional cooperation and integration among its eight member states (Djibouti, Eritrea, Ethiopia, Kenya, Somalia, Sudan, South Sudan, and Uganda) to achieve peace, security and prosperity. As a part of the project, IPE Global conducted a study to develop an integrated infrastructure master plan for the IGAD region covering four priority infrastructure sectors, namely Transport, Energy, ICT, and Trans boundary Water Resources Infrastructure. The objectives of the comprehensive strategy and master plan were to facilitate easy intra and interconnectivity; simulate regional economic growth and thereby contribute to poverty reduction and reduce isolation and promote regional integration and stability within the region.
IPE Global is assisting ADB in providing Capacity Building Support for Innovative Sanitation Solutions in Rajasthan. This program was conceived envisaged to include a grant component contributed by Bill and Melinda Gates Foundation, channeled through the RUIDP’s existing framework to put focus on non-sewer areas, which lack a centralized sewerage system due to financial or technical unviability. The project aims to introduce best practices of faecal sludge and septage management (FSSM) across sanitation value chain through complete project cycle supports from planning, designing, implementation and operations handholding. IPE Global has successfully developed 1st set of non-sewer sanitation treatment pilot of Rajasthan in three small towns i.e. Phulera, Lalsot and Khandela. Two tier reforms approach of regulations and governance strengthening has been delivered at both state and project towns level. This project has been instrumental for Rajasthan state FSSM Policy, Guideline and town level approved FSM ordinance from respective municipal board.
The Ministry of Provincial Councils, Local Government and Sports in association with ADB has initiated the Secondary Towns Sustainable Development Project (STSDP) with a vision to build up the secondary cities of Sri Lanka as competitive, environmentally sustainable and well-connected cities, to foster economic growth and prosperity in the country. For this purpose, 25 local authorities selected one potential town/city per district which will be built as a model town to set a benchmark for development of other cities. Various sub-projects have been identified across sectors viz., roads & bridges, traffic management, urban area drainage and flood control, public markets, sanitation facilities, health infrastructure, water supply, sewerage etc. for holistic development of the project towns. IPE Global is contributing towards the sustainable development of these 25 towns by preparing reform plans, feasibility report, detailed design (climate resilient designs), drawings and cost estimates for implementation of subprojects including environmental & social safeguards, Procurement and capacity building.
The programme aims to assist develop priority water supply, sewerage, and drainage infrastructure in at least 10 cities lying in the strategic industrial corridors in Tamil Nadu. . In line with Government of Tamil Nadu (GoTN’s) identified priority area, the program also focusses on institutional strengthening and governance improvement in the urban sector. IPE Global is (i) supporting innovative pilot projects, including India's first solar-powered sewage treatment plant (STP) to offset greenhouse gas emissions and enhance operational efficiency; (ii) strengthening urban governance; and (iii) building capacity of state and local institutions to enhance urban service delivery, environmental sustainability, and climate resilience.
ADB has commissioned IPE Global for capacity building and knowledge management for the central and state governments to make large scale infrastructure projects attractive for private sector. We are working directly with the DEA staff and experts to mainstream Public Private Partnerships (PPP) by developing prototype PPP cells for institutional strengthening, facilitating appraisals risk evaluation of PPP projects, developing PPP enabling frameworks, and supporting transitioning to 3P India. Main activities include advising on policy, enabling environment to support development of bankable projects, training and development of knowledge management tools, guidelines and manuals.
IPE Global is providing end to end services for pan city infrastructure in Jammu over a tight time frame. Strategic new infrastructure include, the longest flyover over 1.3 kms in Jammu city including 1.5 kms of road widening, sewage treatment plant of 30 MLD capacity and distribution network covering 15,000 households, water supply system enhancements to eliminate non-revenue water in 4 District Metering Areas (DMAs), replacement of old worn out water supply distribution network of 155 km in Jammu west, and master plans with a total investment outlay of INR 7.55 billion. IPE Global has designed new transport models, semi-automatic multi-level car parking system, first of its kind in Jammu. The programme will improve access to basic services for one million persons in Jammu city.
The project aims to support the state in improving revenue of Urban Local Bodies (ULBs) and their autonomy and capacity to implement institutional reforms across six components: 1) Property tax; (2) User charges; (3) Select non-tax revenue focusing on advertisement tax; (4) Accounting; (e) Budgeting; (5) Credit improvement for select ULBs; (6) Capacity building. The project envisages improving the overall policy environment at state level, service delivery quality enhancement in 44 ULBs and focusses on providing handholding support at selected 16 ULBs. IPE Global is providing support to MPUDCL in assessing the achievement and progress of ULBs with respect to their financial management and development of ULB specific plans regarding user charges, credit improvement plans, zero base budget and so on.
IPE Global is assisting World Bank in its long-term engagement in urban upgrading programs within the Mekong Delta Region (MDR) including Vietnam Urban Upgrading Program (VUUP). The project focusses on providing implementation support to 7 provincial cities of Vietnam (Bac Lieu, Ben Tre, Long Xuyen, Vinh Long, Tan An, Vi Thanh, Soc Trang) which are in the early stages of urbanisation to adopt green infrastructure principles in design and urban planning -considering adaptability to climate change particularly water-related hazards. IPE Global is supporting activities in 30 Low-Income Areas across all the cities and will impact an estimated 500,000 direct beneficiaries and 1 million indirect beneficiaries. In addition to providing training and capacity building for the Ministry of Construction (MoC) & other Departments to strengthen investment design, the advisory will also prepare a National Design Guideline for MoC to promote long-term infrastructure sustainability.
The project aims to create an enabling policy framework and enhance urban policy-making capacity in the relevant agencies at national-level, the World Bank assisted the Ministry of Urban Development & Housing (MUDH), Government of Afghanistan in conducting a housing sector study to help inform the development of National Housing Policy and its implementation strategy. IPE Global assignment covered studying supply-side of housing sector in the country, identifying knowledge gaps and proposing measures contributing to drafting National Housing Policy and National Housing Strategy. The team also carried out a baseline assessment of the legal framework for housing sector; developed relevant short-term and medium-term policies, strategies and methodologies that were implemented; and developed management systems and tools to monitor the progress.
IPE Global has been contracted by The World Bank to develop a citywide trunk drainage master plan in Mogadishu, Somalia that guides the strategic and harmonized investments in the region. The master plan would give an overview of the existing drainage system, allowing Benadir Regional Administration (BRA) to identify key gaps, standardize the system design and prioritize future investments based on evidence.
IPE Global is providing Project Management Unit support to Ministry of Urban Development (MoUD), Government of India and Urban Local Bodies (ULBs) on the CBUD programme to provide comprehensive framework for long term capacity building requirements based on demand driven technical assistance for States and ULBs on various urban management issues and incorporate the urgent priorities of the Mission Directorate, MoUD.
The objective of the Integrated Coastal Zone Management (ICZM) Project is to assist Government of India (GoI) in building national capacity for implementation of comprehensive coastal management approach in the country, and piloting the integrated coastal zone management approach in the state. IPE Global developed an ICZM Plan for the two coastal stretches of Gopalpur to Chilika & Paradip to Dhamra with focus on providing a clear framework on the developmental activities along these coastal stretch through strategic actions and sustainable policies for effective management of the coastal zone. In addition, a shoreline management plan for the entire Odisha coast based on delineated sediment cells was prepared to propose management guidelines with regard to shoreline changes, erosion, flooding and sea water inundation caused by natural forces like cyclones and intruding anthropogenic activities.
IPE Global is providing transaction advisory services for integrated solid waste management, processing, disposal and reclamation facilities serving the Greater Chennai area of 8.8 million residents. Master plans for two existing dumping yards will test innovations such as piggyback landfill of existing waste for site reclamation, waste to energy facilities, as well as space maximisation for disposal and treatment in the future. Models for efficient collection and transportation of 5,000 metric tonnes of solid waste to the two landfill sites will be developed in accordance with international standards. Among the largest operation in India and third largest globally, with capital investments worth over INR 20 billion, the interventions will create more than 8,000 jobs locally.
The Government of Ethiopia (GoE), under One WASH National Program, aims to increase access to safe water supply to 98 percent for rural areas and 100 percent for urban areas and to provide all Ethiopians with access to basic sanitation. The main objective of this assignment is to assess the wastewater management status of towns having population 50,000 and above in Ethiopia including the legal, organizational, capacity etc. aspects of the management (excluding Addis Ababa). The study will evaluate the extent of urban waste water management problem in each town and set priority criteria for towns to be entitled for wastewater management feasibility study, design and construction. IPE Global will conduct urban wastewater situation assessment study and prepare implementation guidelines to facilitate the implementation of waste water management system in 28 large and medium size towns in total.
IPE Global has been contracted by Foreign and Commonwealth Office (FCO) to prepare detailed research study on India-UK Cities twinning which includes India-UK partnerships so far, challenges & opportunities of partnerships and benefits of such twinning’s in urban sector which brings together governments, businesses, investors and experts to build smarter and more inclusive cities. Another objective of the assignment is to identify what role city twinning specifically plays in India-UK partnerships in terms of trade and investment from past years and identify parameters which make partnership effective. The study focuses on outlining key evidence and arguments for twinning, including economic benefits, and showcase 3 global best practice examples and review UK and India experience and opportunities for future UK-India collaboration, including possible compositions and delivery models.
The objective of the assignment is to provide direct assistance to Smart City Thiruvananthapuram Limited (SCTL) to design develop, manage and implement Smart City Projects. Under this project, IPE Global will support the Smart City Thiruvananthapuram Limited (SCTL) Smart City Thiruvananthapuram Limited in overall project management of Smart City projects, including designing, developing, managing and implementing smart city projects identified by the city on the following two outputs:
Cities Alliance, which is hosted by UNOPS, is a global partnership for the promotion of cities in poverty reduction and sustainable development. Under this project, IPE Global has been given the task of taking forward the previous HR assessment exercise by developing a User Guide that can be used independently by city managers to carry out similar HR assessments for their cities. IPE Global will use the methodology and results of the Preliminary HR Benchmarking Toolkit developed in 2016 to further develop an Automated Analytical Tool or User Guide for HR Benchmarking.
Under this project, IPE Global modelled a rapid economic urban assessment and city equitable growth appraisal toolkit to measure indicators of inclusive economic growth, such as business productivity, jobs, and income opportunities. We developed a robust methodology to overcome challenges of data scarcity, low government capacity, outdated information, and implementation capability. The training and capacity building of the local governments will thus promote evidence-based investment prioritisation in basic infrastructure and services for inclusive resilient cities.
