Soumen has more than 16 years of experience in project design and planning, project development, management & implementation, monitoring & evaluation, VfM analysis across a whole range of sectors with emphasis on urban environmental infrastructure. He has vast experience in project development and financing, municipal financial management, sub- national fiscal reforms, tax reforms including design of green tax and cess, expenditure management at the state level, sub- sovereign debt restructuring, sub- sovereign fiscal management, capacity development and institutional strengthening for state tax, local tax, municipal bond financing for urban infrastructure. He has managed design, implementation and evaluation of programmes across these sectors during his stint at the Department for International Development, Government of United Kingdom. Soumen was leading the Smart Cities’ Mission Management Unit as a part of the support to Ministry of Housing and Urban Affairs. Soumen has a Masters in Economics, with a specialization in mathematical economics and advanced quantitative techniques followed by a Ph.D in urban infrastructure financing in the context of decentralisation in urban governance in India.
