Dr. Amit Chatterjee

( MBBS (AFMC- Pune) ,MD(Mumbai), PGD PM & HRD , DHA, DHHM ,MIPHA )

Dr AmitChatterjee is a medical doctor with a Masters Degree in Public Health from the Armed Forces Medical College ,Pune . He has nearly three decades of experience in Health Policy and Systems strengthening, Communicable diseases especially HIV and malaria , Immunization, Disaster planning and pro poor development. His prior appointments include Project Director of the PACT project of the Global Funds and at the National level with NACO as Program Officer Rounds IV and VI The Global Fund for AIDS, Tuberculosis and Malaria (GFATM). He is currently heading the health sector portfolio of IPE as Director – Health. His ongoing assignments include working as Health Systems Development Expert for the DFID supported Orissa Health Sector Plan , Project Director and Technical Lead (Public Health) for the UNICEF funded Comprehensive District HIV/AIDS Programme in Andhra Pradesh, and Technical Expert in the World Bank Funded evaluation of civil works investments into health care infrastructure across Bangladesh amongst others.

Anil Bansal

( M.Tech Environmental Science & Engineering, M.Sc. Environmental Sciences, G.J.University Hisar; PGDM, All India Management Association; ISWA certified International Waste Manager )

A Post Graduate in Environmental Science & Engineering and an International Solid Waste Association (ISWA) certified International Waste Manager & Slum Development Specialist, Anil has more than a decade experience in municipal waste management projects for donors such as the UNDP, JICA, World Bank; besides a host of central and state government agencies. Some of his relevant assignments include preparation of Detailed Project Report for Solid Waste Management (under JNNURM) for Coimbatore City; Varanasi; Dehradun, Haridwar and 8 cities of Tamil Nadu; JICA funded Pilot Project on Segregation of Household Waste in India; and UNDP funded SWM theme of National Strategy for Urban Poor, India. In addition to this, Anil was also involved as the Waste Management Expert for the JBIC funded Agra Municipal Reform project. In the slum development sector he has worked to prepare detailed project reports for Coimbatore, Ranchi, Dhanbad, Jamshedpur and Hyderabad cities (under JNNURM). He is currently working as Slum Development and SWM Expert in the DFID supported Support Programme for Urban Reforms in Bihar.

Abdul Rahim

( MBA, XLRI Jamshedpur; Chartered Accountant ICAI, New Delhi- All India rank Holder in Foundation, Intermediate and Final Examination of Chartered Accountancy; B. Com (Hons), Calcutta University )

Accountancy; B. Com (Hons), Calcutta University) A qualified Chartered accountant and MBA by qualification, Abdul is a senior finance and governance expert with over a decade’s experience in areas of financial management, economic reforms, strategic planning, systems development, institutional strengthening and e-governance. Over the years, Abdul has served as the Team Leader / Senior Advisor for various World Bank, DFID, UNDP and ADB funded projects across India, Bangladesh, Afghanistan and Iraq. Some of his recent assignments include the DFID funded Health Systems Development Initiative in West Bengal, a study for the Twelfth Finance Commission for analysing/ determining the cost of provision for infrastructure services in urban India; Implementing Fund Based accounting system (FBAS) in 63 ULBs in Karnataka; DFID funded KUSP - Organisational Development Consultancy project; Kolkata Environment Improvement Project- Capacity Building Component-Inception Phase Consultancy. He is also spearheading IPE’s technology initiatives having worked as software and system expert for development of e-governance software for ULBS in Karnataka and in West Bengal health sector for developing Dashboard, FRU monitoring, HR planning and Government Correspondence System software.

Dr. Geeta Verma

( Ph.D - Nutrition Patna University, M.Sc Foods and Nutrition, MS University of Baroda, BSc Home Science )

Dr. Geeta is a child health and nutrition expert with over twenty years experience with donors like DFID, USAID, UNICEF, CARE, etc. on infant mortality, malnutrition, water, sanitation and hygiene through planned interventions by building strategies and ensuring that communities sustain activities for improved nutrition and health outcomes. Some of her recent assignments include working as Nutrition Expert for DFID supported Sector Wide Approach for Strengthening Health (SWASTH) in Bihar. Prior to this she was associated with West Bengal Health Systems Development Initiative, Technical Assistance Support Team (DFID) as Nutrition Expert and as a State Coordinator / Technical Advisor with a USAID Micronutrient Project across several districts of Uttar Pradesh wherein she developed a district-wise strategy and plan of action for micronutrient interventions. She has also worked as Technical and Management consultant to Child Development and Nutrition Department of UNICEF in the states of Bihar and Jharkhand.

Dr. Renu Khosla

( Ph.D, Home Science, Resource Management & Extension, M.A. Child Development, Delhi University )

Having worked extensively on issues of socio- economic poverty linkages along with equity and access of services for the poor, Dr. Renu Khosla has primarily being involved in creation of sustainable partnerships amongst government agencies, donors, research institutions and NGOs at the national as well as international level. She has managed & provided inputs to numerous programmes of GoI as well as donor agencies including DFID, ADB, Water AID, AusAID, USAID and UNICEF across several states of India. Some of her recent projects include the DFID funded Health Systems Development Initiative (HSDI), and Focus on human rights for water, sanitation, livelihoods, DFID/ CARE India. Also as a Social Sector Expert, she has coordinated Rights Based Approach to improving quality of life through economic enterprise development and improved access to basic services; Her other recent assignments include Social Development Advisor, Institutional Reforms for Improving Service Delivery in West Bengal; Team Leader for the project of Mobilization of the poor communities for Access of Basic Services to the Poor, World Bank; and Social Development Advisor (Resource Pool), Madhya Pradesh Health Sector Reform Strategy, TA Support Team (TAST).

P. K. Grover

Pawan Grover has almost four decades of experience in water supply sector and has been instrumental in implementing several integrated water supply projects in India. Serving in UP Jal Nigam and later as senior consultant with many reputed engineering firms as well as a consultant to ADB, JBIC and World Bank, Pawan has implemented and supervised activities of state PHED staff, contractors, consultants and other related agencies. Pawan was, till recently, involved with ADB funded Project Processing and Capacity Development Project, Rajasthan Urban Infrastructure Development Project-II (RUIDP-II). Pawan has also been on panel of technical experts/members in various integrated water supply projects in India including Bisalpur-Jaipur Water Supply Project (JBIC), Uttarakhand Rural Water Scheme (World Bank), Visakhapatnam Water Supply Project, SWAJAL Project in Uttarakhand (World Bank), Water Supply and Sanitation for Urban and Rural Areas of Ghaziabad & Gautambudh Nagar, Uttar Pradesh and Water Supply and Sewerage Works of Greater NOIDA, and the Rajasthan Health Systems Development Project (World Bank), to name a few.

Himanshu Sikka

( Bachelor of Planning, SPA, New Delhi; M.Sc. Development Planning, University College London, UK; Shell Centenary Chevening Scholar; Otto Koenigsberger Scholar; Pursuing CFA, USA )

Himanshu is a development planner with key expertise in the areas of international aid and policy, programme management, public financial management and monitoring and evaluation. He has worked with several international agencies including World Bank, DFID, USAID, UNICEF, ADB, Cities Alliance, etc. and brings with him experience of working in diverse settings like India, UK, Ghana and Nepal. As Associate Principal Consultant with IPE Global, he is the team lead for the programme management and business development teams for the Health and Public Management Reform portfolio’s within the company. Besides this, he is involved in provision of technical assistance in the above mentioned areas on several assignments. Some of his recent work includes Core Team Member for the Design of DFID supported Sector Wide Approach to Strengthen Health (SWASTH) in Bihar; Procurement Expert for DFID supported Technical Assistance Support Projects in the health sector in states of West Bengal, Orissa and Madhya Pradesh; Public Expenditure Tracking Studies for the World Bank in States of Orissa and Bihar; Evaluation of DFIDs General Budgetary Support in Orissa and Andhra Pradesh; M&E Expert for Evaluation of UNICEF Supported Maternal Mortality Reduction Advocacy Project in India; and Knowledge Fund Management expert for DFID supported International NGO Partnership Agreement Programme (IPAP) – Management Support Team.

Rattan Chhabra

( FCA, BSc (Hons) Delhi University )

Rattan Chhabra is a chartered accountant with over 17 years of extensive experience in financial management, project finance, project management, accounts, commercial and legal functions. Over the years, Rattan has gained excellence in management skills with dexterity in networking with statutory authorities, resourceful in developing internal control and internal audit systems for improved Organisational functioning. In addition to this, Rattan is also responsible for Corporate compliances, finalization of joint ventures, ensuring compliance of all direct and indirect taxes.

Sidhartha Patnaik

( Masters of Planning, School of Planning and Architecture, New Delhi; Bachelor of Architecture, College of Engineering and Technology, Bhubaneswar )

An architect and urban planner by qualification, Sidhartha has extensive experience in urban reforms and capacity building projects funded by World Bank, DFID, USAID FIRE (D), JICA and ADB in India, Nepal, Spain, France and Ethiopia. Currently working as urban specialist with IPE, his core areas of expertise include infrastructure planning, project development and monitoring, capacity building and training, bid appraisals, and contract management. Some of the relevant assignments worked on include Evaluation and Design of Social Accountability Component under Protection of Basic Services Project in Ethiopia [World Bank], Technical Assistance for Capacity Development of National Capital Region Planning Board [ADB], End-term Evaluation of Andhra Pradesh Urban Services for Poor Program [Ti-UP/DFID] and Training and Capacity Building Support to Directorate of Local Bodies under Kolkata Urban Services for Poor Programme [CMU/DFID]. In addition to this, Sidhartha also recently conducted a fact-finding diagnostic study in Nepal to review Government’s development strategies, laws, regulations and urban sector policies related to service delivery for secondary towns; besides working as the key reviewer on the DFID funded 'Support for the Review of Global Opportunities Fund – Climate Change and Energy Bids.

Ashish Mukherjee

( PGDM, PG Diploma in Journalism, B. Com., Lucknow University )

Mr Mukherjee possesses almost 16 years of professional experience spread over administration, consulting, project implementation and business development. He has been involved in the execution of a number of research & consulting assignments and also conceptualizing & developing project proposals for public health & nutrition projects for various clients. He has worked as a Consultant to the State Programme Management Unit, National Rural Health Mission, Govt. of Uttar Pradesh for preparation of annual State Action Plans. Has also been involved in developing project implementation plans for the Uttar Pradesh Health Systems Development Project, ICDS-IV Reform Project for the States of Uttar Pradesh and Bihar.

Baisakhi Banerjee

( Post Graduate in Economics from Calcutta University, Gaduation in Economics from St Xaviers College, Calcutta )

Baisakhi is a social development and evaluation expert with key experience in developing, supporting and evaluating development projects. She has worked in position of designing, implementing and monitoring evaluation and social development projects. She has considerable experience as a Project and Programme Manager in managing development projects and involving design and implementation.She is one of the key members of the West Bengal Technical Support Team. Recently she was involved with the several evaluations like Independent Assessment of Capacity Building for Strengthening Rural Decentralization, WB Panchayat and Rural Development and Impact assessment of Capacity Building for Kolkata Municipal Corporation, all supported by DFID. She was also part of the evaluation team for SATCOM facilities in different states, funded by UNICEF.

Guru Sharan Sachdev

( Bachelor of Engineering-Mechanical-, Post Graduate Diploma in Industrial Engineering Ambedkar Institute of Productivity of National Productivity Council )

Mr. Guru Sharan Sachdev is a Development Practitioner in the field of health sector reforms. He specializes in policy analysis, strategic planning and advocacy. Following Post Graduate Diploma in Industrial Engineering with specialization in Systems and Management, he has done a vast number of courses covering areas of Health Economics, Population Issues, Human Resources for Health, Governance etc. Mr. Sachdev has been the ECTA State Facilitator for 7 years in Madhya Pradesh and is presently the Deputy Team Leader of MP TAST since April 2008.

Hitesh Vaidya

PG in Development Planning and Specialisation in Urban Management with more than 18 years of broad-based urban management experience. He was associated with USAID’s (United States Aid for International Development) most successful and long-running urban program, namely, Indo-USAID Financial Institutions Reform and Expansion (FIRE) project. Hitesh has successfully played a pivotal role in supporting cities, states and central government to lay the groundwork for the successful design and implementation of a broad range of capacity building and reform-based activities with special focus on the poor.

Dr. K M Jose

( Phd, MSW; MBA, BA )

Dr. Jose Michael is a postgraduate in Social Work and Business Administration with a PhD in Sociology with more than 18 years of proven management experience in public health (immunisation, HIV/AIDS, leprosy, TB), social development pertaining to community development /health, strategic planning, project management, M&E / impact analysis, research and policy advocacy. Currently he is working as Team leader of Management Support team, Andhra Pradesh (MST AP) being implemented with the support of UNICEF. Previously he was working as the South Asia coordinator of Oxfam International for mainstreaming HIV/AIDS activities into Tsunami response.

Niraj Agrawal

( Master’s in Rural Development from Xavier Institute of Social Service, Ranchi )

Mr. Niraj Agrawal has been working in the Social Development Sector for around two decades particularly with children, adolescents and women in the areas of reproductive and sexual health including HIV/AIDS, nutrition, education and livelihood promotion. Niraj has a very good understanding of social development issues and has addressed issues around poverty, access to services, equity, empowerment and community participation. He has wide experience in strategic planning, monitoring and evaluation of development programs, systems strengthening and capacity building. Niraj has excellent project management, human resource management and leadership skills with a focus on result oriented management as well as advanced skills in participatory training and process facilitation. He has presented papers in several national and international forums. Niraj is currently working as Senior Social Development Expert for the DFID funded Madhya Pradesh Health Sector reform Program. Prior to this he has worked as Director of Sahay (an affiliate of Children International, USA), DFID’s West Bengal Sexual Health Project, Child Rights and You and Sahbhagi Shikshan Kendra.

P K Keshava

( M.Sc (Statistics), D.P.A (Public Administration), M.B.A (Business Administration), D.C.O (Computer Application in Office Management) and professional qualification in Export Marketing and Marketing Management )

Mr. Keshava is a management and development professional with about 35 years of multi-disciplinary experience in India and abroad (South Asia /South East Asia) with projects / programmes of UNDP, World Bank, ADB, DFID, IDBI, and Govt. of India. His primary field of expertise is Procurement and Supply Chain Management (mainly hospital supplies), Programme Management, Market Research, Training and Management Consultancy in the area of Health, Education, SMEs Development, and Vocational Skill Development.

Dr. Rahul Dev Bhawsar

( PhD: Population Science/Demography, International Institute for Population Sciences, Mumbai )

Dr Bhawsar holds a PhD in Population Science (Demography) from International Institute of Population Sciences(IIPS), Mumbai. He has more than 15 years of experience in research, Monitoring & Evaluation, HMIS, and programme management in the field of population, reproductive & child health and nutrition. He has been involved in teaching and training to PG students and mid-level managers in Demography, use of data and computer application, M&E, Research Methodology, etc. He has completed more than 30 research and evaluation studies and published articles in the journal of national repute.

Rakesh Gujral

( Advanced Program on accrual System of Accounting and Financial Management, ICAI; PG Diploma in Computer Applications; B.Com, Delhi University )

Rakesh has over three decade’s experience in municipal management, including 11 years of experience in property taxation systems, accounts and financial affairs of the Urban Local Bodies (ULB). His areas of expertise include Property taxation, Municipal Budgeting, Financial Management, Accounting Reforms and E-Governance. Prior to joining IPE, Rakesh was the Nodal Officer for implementation of double entry accrual based accounting reforms in Municipal Corporation of Delhi (MCD) one of the largest ULBs in central-south Asia. He thereon also worked with the e-Governance Foundation towards development of a computerized environment for finance functions in MCD covering accounting and property tax areas.

Dr. Ramesh Sarma Durvasula

Dr Ramesh Sarma Durvasula is an MD in Community Medicine and part of the Post Doctoral fellowship Programme at Harvard school of Public Health, USA. He is an expert on Health Systems Planning and Governance, Human Resources and Organizational development and Epidemiological studies Dr Durvasula has conducted several Certificate courses in Health Policy and Planning at the summer Institute of the Johns Hopkins University, USA and was Chairman of the Health Management Division from the Administrative Staff College of India in for 14 years. He has worked with the World Bank, UNICEF, DFID, ICOMP, ADB, EC and the Health Departments of the Government of India and several States. He has been Team Leader for more than 50 assignments and is currently Deputy Team Leader of Technical and Management Support Team of Orissa Health Sector Plan, Health and Family Welfare Department, Govt of Orissa and lead consultant on HR-OD and Institutional Development.

Dr. Reeta Mohan

( Doctorate of Philosophy: Psychology, specialization in “Organizational Behavior”, Post Graduation in Psychology )

Dr. Reeta is a monitoring and evaluation and health program design expert with 15 years’ experience of working on public health programmes. She has designed, managed and conducted M&E for numerous programmes in areas of reproductive and child health, HIV & AIDS, nutrition, tuberculosis and malaria programmes. Reeta also has training and capacity building expertise, and has developed and organised training programmes and workshops. Currently, she is working as an M&E Expert for the DFID funded Implementation of Madhya Pradesh Health Sector Reform Strategy - Management and Technical Support Team responsible for designing M&E system, health policy training policy, and conducting various training programs for different levels of functionaries. Prior to this, with CCF-India as a Health Specialist, she was responsible for the M&E, management and designing of health programs; and providing technical support to CCF India partners. She has also earlier been an Advisor to the Royal Danish Embassy funded Madhya Pradesh Basic Health Services Program, responsible for designing M&E system, health policy training policy, and conducting various training programs for different levels of functionaries.

Roshan Bhatnagar

( M.Com, M.B.A, University of Miami, USA; Fellow, The Institute of Cost and Management Accounts of India, Chartered Institute of Management Accountants, London, United Kingdom )

Roshan Bhatnagar is an international expert in financial management governance and institutional development with 30 years experience across Afghanistan, Bahamas, Bangladesh, Iraq, Malaysia, Mongolia and several states in India working for ADB, World Bank, JBIC, JICA, among others. Roshan has – in the past –been actively involved in strengthening of finance and financial management functions of public funds/ enterprises His areas of expertise include planning and budgeting systems; financial modelling, debt management and restructuring, fiduciary risks assessment (FRA) studies, design, management and evaluation of PEM & PFM systems. Some of his recent assignments include working as Financial Management Expert for the ADB funded Capacity Building of the National Capital Region Planning Board (NCRPB); assistance to Kabul Municipality in improving their financial management functions under a World Bank supported program; JICA- funded Feasibility Study for Non-Sewerage Schemes under Ganges Action Plan (GAP) and Yamuna Action Plan (YAP); besides providing inputs for the ADB-funded Capacity Building for Improved Infrastructure Development in Selected Municipalities in Karnataka State.

Dr. Srabani Sengupta

( Ph.D in Economics, a UGC post doctoral Research Fellow and a Robert S McNamara Fellow of The World Bank )

Srabani Sengupta has worked in the areas of Agricultural Economics, Environmental Economics and the Economics of Educations and has been the Principal Investigators in projects funded by the South Asian Network of Economic Research Institutions and World Bank Aided EmCAB projects. She has also worked as a consultant to projects funded by UNICEF, DFID and other national and international sponsors. She has been associated with IPE since 2006 working on the DFID funded KUSP project and the evaluation of the e-Governance project for Haryana. She is currently the Team Leader of the Project Management Unit of JNNURM West Bengal.

Sriparna Sanyal Iyer

( Master of Planning (Environment), School of Planning & Architecture, New Delhi, (Gold Medal); M.Sc. Geography (specialisation in Regional Planning), University of Calcutta, B.Sc. (Honours) Geography, University of Calcutta )

Sriparna has 15 years of experience in project planning, development, management and implementation across a whole range of sectors with emphasis on governance, reforms and management issues in urban as well as the rural sector. She has an extensive experience of working with various donor agencies like DFID, JBIC, UNICEF, SIDA and brings in hands-on understanding and experience of working in Urban Reforms, Policies, Urban Planning, Urban Governance, Institutional Structuring and Organisational Development. Some of the assignments led by her include the Preparation of Reform Action Plans for 7 ULB’s in Haryana, Yamuna Action Plan Phase II, JBIC; Assessment of Municipal Corporation of Delhi’s Community Sanitation Programme for the Urban Poor; and Project Completion Assessment Report for Gangtok – Shillong and South Asia Regional WATSAN Programme, AusAid. Sriparna is currently working as the deputy Team Leader for the DFID supported Bihar Support Programme for Urban Reforms in Bihar (SPUR). Prior to joining IPE, Sriparna also worked as the Programme Officer with UNICEF, & DFID India.

Veena Garella

( Masters in Town and Country Planning (specialization in Urban and Regional Planning), School of Planning and Architecture, New Delhi; B. Arch (Honours), College of Architecture, Chandigarh )

Veena Garella is a Regional Urban Planning Expert with more than 30 years of experience in preparing master plans, city development plans, urban planning training programmes and urban reneweal schemes. She is a retired Professor from School of Planning & Architecture, New Delhi and is currently involved as a training expert in Orientation training programme for preparation of City Development Plan to 152 municipalities of Tamil Nadu under TNUIDP – III. Apart from the projects stated above she has a vast experience in Urban development projects like – City Development Plans for 10 towns of Tamil Nadu and 6 towns of Gujarat. Veena has worked with many donar agencies like UNICEF, Foreign University, Trondechein, Oxford Brooking etc.

Anindita Roy

( Master Trainer in HIV/AIDS issues and participatory training methodologies, M.A. Sociology, University of Calcutta, B.A (Hons) Sociology, Presidency College, Calcutta )

Anindita is a Health and Nutrition expert with over 13 years of work experience in the related field. She is well conversant with issues related to reproductive and child health, sexual health and child nutrition both at national and state level. She specializes in Health Sector Reforms and involved in all issues related to health and nutrition policy, behaviour change communication as well as programme monitoring and evaluation. She has worked on several assignments with DFID, World Bank, Government Department, NGOs and Local Bodies. As part of the Technical Assistance Support Team (TAST) in West Bengal currently she is working on BCC, documentation, training aspects of Nutrition as well as the monitoring and evaluation issues of the health and social welfare department.

Anjali Tiwari Chokshi

Currently working as an Associate Consultant in the Health and Public Management Reform department, her areas of expertise include business development and providing support to develop proposals and EoIs etc, developing consultant database and maintaining MIS. Prior to this, she has worked as Assistant Technical/Contracts officer with Partner’s in Development Initiative (PDI), a DFID supported technical support group during NACP phase II and assisted in projects for designing tools, translation and data collection for research projects and secondary literature.

Abhishek Kumar

Abhishek Kumar has extensive experience of working in IT sector and working on various urban development projects. He has served as System Analyst to Infrastructure Professionals Enterprise (P) Ltd., New Delhi with his extensive experiences. He is presently working as Project Manager on a DFID funded “Support Programme for Urban Reforms in Bihar” (SPUR) and serving the requisite technical and managerial support to UD&HD to ensure effective implementation of JNNURM across the State. Mr. Kumar has worked with Ministry of Urban Development as Senior MIS Executive and rendered his services in updating PMES System of cities under JNNURM, Designing and creating reports, establishing regular feedback loop regarding implications for contracts, pricing structure and legal concerns.

Presently he is Sr. Manager - MIS & Finance with IPE, he is responsible for devising and monitoring policies, procedures and internal control systems for tracking & monitoring revenue leakage and cost control, contracting, service tax, FCRA, annual financial statements and other legal compliance. In addition, he has contributed to a number of projects including UNICEF funded Services for Financial & Human Resources Management and Development of Social Mobilization Network in Uttar Pradesh, Bihar. He is responsible for managing the financial mechanism for channeling the funds and ensuring compliance with audit arrangements. While working as Finance expert on Capacity Building for E-governance, New Delhi Municipal Corporation, he was responsible for developing of Training manuals addressing the components of Accounting and Budgeting policies, regulation and use of manuals etc.

Anindo Chatterjee

Anindo has been working in the development sector in South Asia for over 12 years.. He is a sought after expert in the areas of Governance, HR and Change Management and Organization Development and has worked on these issues with almost all the major multilateral and bilateral donor agencies in SAR. In a professional career spanning over a decade, Anindo has worked in different capacities with several renowned management consulting organizations (including IPE Global, PriceWaterhouseCoopers, Adam Smith International, the IDL Group, Environmental Resource Management (ERM) Inc., etc.) He is currently working with IPE Global on the DfID supported Sector Wide Approaches to Strengthen Health (SWASTH) programme of the Government of Bihar as the HR & OD expert in the Bihar Technical Assistance Support Team (B-TAST).

Bhavna Rathee

Bhavna is a qualified economist responsible for providing techno-managerial inputs on multi sector programmes for clients such as the World Bank, Asian Development Bank (ADB), and Department for International Development (DFID). As a Public Financial Management expert, her areas of expertise include budgeting, developing financial models such as medium term expenditure frameworks, public expenditure reviews, large scale field surveys, impact assessment and feasibility studies, and business and financial planning. Some of her recent projects include Public Expenditure Review for 6 districts in Madhya Pradesh; Impact assessment study for Public Private Infrastructure Advisory Fund; DFID funded Public Private Partnership feasibility report for the Government of Rajasthan; besides support for business and financial plans for an ADB funded urban initiative in the National Capital Region. Prior to joining IPE, Bhavna also supported the National Planning Commission of India on core developmental and social issues.

Bindu Pradeep

Bindu has a Masters degree in Sociology and a Post Graduate Diploma in Computer Applications. She has been working in administrative positions for 10 years in the development sector. She has wide experience in Office Management and Event Management including liasoning with state government officials and other development partners as well as coordination with head, state and regional offices. She has good experience of compilation of official documents and accounting procedures. Having worked with the Danish International Development Agency (DANIDA) and Catholic Relief Services (CRS), she is presently with IPE supporting the DFID funded Heath Sector Reform Programme in Madhya Pradesh as Office Manager.

Daljeet Kaur

( Masters: Environmental Planning, School of Planning and Architecture, Registered Architect with Council of Architecture India, Bachelors in Architecture, G.G.S.I.P University )

Daljeet Kaur has done her Masters in Planning, specialization in Environmental Planning from School of Planning and Architecture, New Delhi, and is working as a project architect with IPE since two and half years. She has more than three years of working experience and is a registered Architect with the Council of Architecture, India. She has worked on over 20 projects under Basic Services for Urban Poor and Integrated Housing and Slum Development Programme under JNNURM in 4 states i.e. Uttar Pradesh, Jharkhand, Tamil Nadu and Andhra Pradesh. Daljeet has worked with Government officials both at center and state and is presently working on a DfID funded urban reforms program in Bihar.

Debjani Bose

( Masters: International Development with pathway Social Policy and Social Development, Institute of Development Policy & Management, University of Manchester, UK; Bachelors in Arts from Calcutta University )

Debjani is a livelihood and social development expert with more than 14 years of experience in areas of project design and coordination, community mobilization, stakeholder analysis, research and documentation of social and community issues using PRA, PLA, FGD, participatory assessment and community development. She has worked on UNDP Bangladesh funded Local Governance Study Programme for rural Panchayati Raj system in West Bengal, Kanataka and Kerala. Her major assignments on behalf of IPE include the DFID funded Kolkata Urban Services for the Poor (KUSP), Kolkata Environmental Improvement Project – Capacity Building Programme (KEIP-CBP), Health Systems Development Initiative and Benefit Monitoring & Evaluation for the ADB funded Kolkata Environmental Improvement Project. She is the Social Development Expert in the IHSDP PMU managed by IPE for the Government of West Bengal.

Devjit Mitra

Devjit has 10 years’ experience as an advocacy and communications specialist with development partners like UNICEF, DFID, etc. He is also a Masters in Law and has key understanding of legal issues concerning Human Rights. His exposure in the given fields has given him a high level of confidence to plan, manage, co-ordinate, build and execute critical requirements under different situations. He is currently employed with IPE as Programme Manager Health.

Madhushree Dutta

An architect and an environmental planner, Madhushree has been working as a Project Architect in IPE and is involved in major housing and slum development assignments under JNNURM supporting various state ULB's. She has worked extensively on various Basic Services to Urban Poor (BSUP) and Integrated Housing and Slum Development Project(IHSDP) projects in the states of Jharkkhand, Uttar Pradesh, Tamil Nadu and Hyderabad .Her core areas of expertise include making architectural drawings, site layouts, Infra structure Layouts and is involved in Designing, Planning, coordinating, detailing and preparation of Detailed projects reports . Currently she is working on Urban Renewal Project (URP) for the city of Dhanbad, Jharkhand.

Manjit Bhattacharjee

Manjit Bhattacharjee has about 6 years of work experience in the urban sector and has been closely working with various Government Agencies in the State of West Bengal . Madhuri Das

Worked in health and development programmes supported by NACO, USAID, Aga Khan Foundation, DFID, America India Foundation, Action Aid International , US Consulate, etc .in various States including Gujarat, Uttar Pradesh, Rajasthan, Bihar, Delhi and Haryana. Margaret Oriaro

Holds a Bachelor of Commerce Degree and a Masters in Business Administration (Finance) both from University of Nairobi. She is Certified Public Accountant of Kenya with over 20 years of finance and program management experience having worked in public and private sectors in the areas of HIV and AIDS, housing/urban development, and agricultural research. Was the Head of Finance in the £21 million DFID-funded Kenyan HIV and AIDS program implemented by Futures Group. Served as the Financial Manager for the African Academy of Sciences, and she oversaw grant management and disbursement to over 100 scientists located in 30 universities throughout Africa.

Mrs. Oriaro has also worked as a Consultant to a number of organizations that include US based Grants Management Solutions (That provides Technical Assistance to Global Fund), UN Habitat, Homeless International, Clinton Foundation, Norwegian Redcross the Futures Group, among others. She is well versed in the funding requirements and operations of several organizations and donor agencies, including the Global Fund, USAID, DFID, the EU and is experienced working with various financial reporting systems. She has been a Certified Public Accountant of Kenya since 1989.

Panchali Ghosh

Panchali has more than 22 years of administrative and support experience in the Corporate and Development sector. She has been working closely with the Department of Health & Family Welfare, Govt. of West Bengal since 2001, initially for about 5 years as a member of the Technical Assistant Team (TAT) of GTZ Health Sector Support Program and subsequently with the Technical Assistance Support Team (TAST) supported by DFID as Senior Programme Support. Her professional experience includes both project and operations management and is part of various project activities from concept to commissioning, handling various responsibilities along the line, dealing with contract management, bid process management, coordination, liaison with State and District level stakeholders, budgeting, monitoring, project administration, HR planning and compliance with various government and donor requirements.

Pinaki is an Economist with more than six years of in-depth experience in socio-economic research, and quantitative and qualitative analysis with specialization in wide range of economic issues. Sandeep Srivastava

Sandeep Srivastava is a graduate in commerce with specialization in advanced accounts & management from Banaras Hindu University. He is certified accounting technician from the Institute of Chartered Accountants of India and also holds MBF from Indian Institute of Finance. He has over 13 years of overall work experience with over 9 years in the development sector particularly in Health. Sandeep in the past had been associated with organizations such as SIFPSA, the USAID project in Uttar Pradesh on RCH, Janani pioneer’s in social marketing and social franchising in Bihar promoting family planning. He has also worked on a pilot project using telemedicine for health care services funded by Susan Thompson Buffet Foundation, USA. Sandeep was also the Team Leader of the HR and Financial Management Project of UNICEF, Bihar on behalf of IPE Global. Satish Chanda Aggarwal

Satish is an Environmental and Public Health Engineer with over 26 years of extensive experience in environmental monitoring of sub projects, preparation of Environmental Management Plan (EMP), Detailed Project Reports (DPR), Solid Waste Management Master Plan of cities, preparation & review of bid documents, getting environmental clearances from the governments and State Level Environment Impact Assessment Authority (SEIAA). Satish also has Experience in adoption & implementation of Clean Development Mechanism (CDM) for waste water & solid waste management projects under Rajasthan Urban Sector Development Investment Program (RUSDIP), where he was the Environment Expert and Deputy Project Officer involved with environmental issues like IEE, SIEE, EMP, EIA & SEIA, getting Environmental Clearances, and following up of environmental legislations related to all sub projects in 17 towns under RUSDIP.

Shilpi Pathak

Srinivasa Rao. Tappita

( Masters Degree in Commerce from Andhra University, Andhra Pradesh )

Srinivasa is a qualified Post Graduate in commerce with over a decade experience in financial management; project administration; policy formulation, planning, implementation, budgeting and forecasting, and monitoring and evaluation. Currently working with IPE as a Financial Expert, his key projects include working as a part of UNICEF funded Management Support Team, Andhra Pradesh responsible for NGOs financial management, and providing technical support for NACO-Link Workers Program in UNICEF supported districts of Andhra Pradesh. Prior to this, he has also worked in Andhra Pradesh Counselors Project, HIV/TB Coordination Project, and PPTCT+ Project, supported by Andhra Pradesh State AIDS Control Society; Young People’s Initiative Project and PPTCT+ and ART Strengthening Program supported by UNICEF and Mahanadhi Nethra Chikithsalaya, Orissa supported by Sight Savers International.

Sudarshan Panda

( Masters: Business Administration; Graduate Diploma in Public Procurement; B.Com (Hons)

With a Masters Degree in Business Administration and Graduate Diploma in Public Procurement, Sudarshan Panda has extensive technical skills and the ability to work cross-functionally in a time-intensive environment. He has an excellent experience in development of procurement guidelines and procurement of services using competitive processes in line with DFID, World Bank, UNICEF and USAID for successful implementation of the projects. He is currently working as Project Manager in the DFID funded, Government of Odisha Health Sector Plan: Technical and Management Support. His prime responsibility is to manage the procurement cycle of all services in the project, management & monitoring of the project and documentation.

Sukumar Sarkar

( BSc, FIE India; Chartered Engineer; MIE/ Structure )

Sukumar Sarkar is a fellow member, chartered engineer as well as professional engineer securing first class throughout his academic career. He Has extensive experience in construction & commissioning of major railway project, new steel plant project, captive power plant, ash handling project, well head platform project of ONGC, urban housing project, national highways project as well as construction of major bridges/ flyovers in both Public & Private sectors over the last 42 years. As The Engineering Expert in the Project Management Unit for JNNURM in West Bengal, he is providing oversight and support for construction management of infrastructure projects in the mission towns of Kolkata, Asansol and Durgapur. With expertise in PERT / CPM software analysis to reduce time and cost overrun, he is able to provide timely alert to the state government on slippages of project and development of catch-up plan.

Suresh Kumar

Suresh is a graduate with advanced diploma in computer applications with 18 years of key experience in information technology and management information systems, system analysis & scripting. Suresh is responsible for maintaining computerized information management system at IPE World Headquarters, managing a large database coupled with RDBMS and web-based applications. He also provides backend office support including looking LAN, Installation and configuration of E-mail Server and clients, Proxy Server maintenance, Internet connectivity, Installation and Configuration of various Softwares and maintaining the database.

 

Sutanu Sen

( Master of City Planning (MCP), Indian Institute of Technology – Kharagpur, Bachelor of Architecture (B.Arch), Bengal Engineering and Science University (formerly Bengal Engineering College, Shibpur )

Sutanu is presently working on various urban planning and capacity building projects – along with on business development front – for a number of state and central governments and international donor agencies like World Bank, ADB and DFID-UK. His other project involvements include ADB TA: Capacity Building of NCRPB, ADB Loan: Benefit Monitoring & Evaluation of Project Uday, Madhya Pradesh, City Development Plan Projects, etc. His other major contributions include the flagship Indian Colour Internship Programme, which ran under his coordination. He is also the Deputy Management Representative (DMR) for the Company for maintaining its ISO parameters.

Surender Pal

(B. Com., University of Delhi)

Surender Pal is Assistant Manager Accounts at IPE’s Corporate Office and is having in depth experience of more than 17 years in the field of Accounting, Taxation and Financial Management. Presently he is responsible for day to day fund flow management, accounts payable (A/P) management, MIS etc.

 

Sujata Bakshi

(Graduate from Jesus and Mary College, Diploma in Advertising and Public Relations with specialization in Human Resource Management)

Sujata has done her Bachelors from Jesus and Mary College, New Delhi, and working as a HR Executive with IPE, She has more than three years of working experience in Human Resource and Business Development, Sujata is responsible for human resource activities, monitoring policies and employee relations. She is also perusing her Masters in HR from Symbiosis, Pune. Her areas of work include maintaining work relationships with prospective employers and promote the use of public employment programs and services.

Dr.(Ms.) Sushma Kapoor

Ph.D Home Science, Patna University, Master of Home Science Child Development Indore University

Over 11 year experience in the developmental sector in the areas of Child Development and Nutrition with International agencies UNICEF and Micronutrient Initiative. Core areas of experiences including capacity building, developing training and learning material, planning awareness generation activities including at community level and liasoning with government counterparts at state, district and block level.

Dr. R. Srikanth Raghavachari

PhD in Microbiology of water and waste water from Osmania University.

Post doctoral research on disinfection by products , CSIR , New Delhi. 23 years of field experience in the field water quality, waste water research experience in installation and operationalization of innovative technology at community/household based Water treatment system for Fluoride, Arsenic and PoU ( Point of Use devices) for treating microbial contamination. Piloted various community based water quality interventions in India and East Africa, Worked with International agencies including WaterAid (Technical Head) Save the children.org.

Tushar Madan

( MBA, Coventry Business School, UK )

Qualified with an MBA from Coventry Business School, UK, Tushar Madan is currently working as Associate Consultant supporting international urban projects in IPE. Tushar has been involved in several donor projects providing technical and analytical support in problem solving, project management duties and leading work streams. Tushar is also the key responsible person involved in identifying potential international projects and establishing a first-hand relationship with clients for understanding the expectations and outcomes. Tushar has earlier worked as an Assistant Team Leader for the ‘green loans program’ to assist the Australian government in providing free home sustainability solutions to over 900,000 Australian families to identify better ways to save energy and water, money, and protect the environment for the future.

Usha Rana

( Bachelor of Arts from Delhi University )

Usha is the Senior Manager (Administration) at IPE’s Corporate Head Office and is responsible for office management, project coordination and procurement of logistics and office supplies. In addition to this, she is also responsible not only for ensuring smooth functioning of accounts department; effective co-ordination between the branch offices; liaison with client agencies for matters related to the project co-ordination but also for support to international consultants and consultancy firms for the ongoing projects in India. Usha has also provided management support for a number of projects such as the DFID funded Madhya Pradesh Technical Assistance Support Team (TAST); West Bengal's (India) Health Systems Development Initiative (HSDI); ADB funded Second Community and Local Government Strengthening Support Project (TA 4683-INO) in Indonesia and ADB funded Local Government Infrastructure Improvement Project in Sri Lanka.

Vijay Minocha

(B. Com., University of Delhi)

Vijay Minocha is having in depth experience of more than 25 years of extensive experience in the field of Accounting, Financial Management, Taxation, Liasoning with banks & tax authorities and other corporate legal compliance. Presently, to mention a few, he is Manager Accounts with IPE and responsible for finalization & consolidation of Annual Financial Statements, G/L Maintenance, Working Capital & Forex Management, filing of all statutory returns etc.
