We have won the evaluation project in partnership with WYG International, Upper Quartile, Afghan Knowledge Solutions. In partnership with the lead organisation WYG International, we will take the role of learning advisor. Our role will include providing guidance to the evaluation, designing qualitative indicators, designing the feedback system for learning, and producing the final learning products.The evaluation will assess the effectiveness of the UK’s support to the Afghanistan Ministry of Interior Affairs (MoIA) in improving service delivery by the Afghan National Police (ANP) through improved allocation and use of resources, an improved evidence base and collection of lessons learned. The objectives of the evaluation, expanded upon through the specific evaluation questions set out are to monitor performance and progress of the SSMI II programme throughout its lifetime; to examine effectiveness of the programme in supporting MoIA in improving service delivery by the ANP through improved allocation and use of resources; to understand how the combination of interventions has led to those changes and what the critical elements for effective implementation are; and to collect data, information and lessons to build the evidence base on what works, why and under what circumstances.
