Current Role and Future Possibilities: Role of NGOs in MGNREGS - Workshop conducted by IPE Global under DFID supported OMEGA Programme
IPE global as a part of DFID supported OMEGA programme, conducted “First Ever” State-wide Workshop in Odisha addressing role of NGOs and CSOs in one of the biggest pro-poor scheme across the country "MGNREGS". IPE signs contract with MoUD and MoHUPA for providing Capacity Building Support to undertake municipal reforms in the Urban Local Bodies.
This five-year project intends to support Ministry of Urban Development (MoUD), Government of India in strengthening the Capacity Building Initiatives in the urban sector in the country. The project will provide technical assistance to strengthen policy, support institutional reform, and improve procedures and skills in ULBs in line with the aims of the Urban Infrastructure and Governance (UIG) and Basic Services to the Urban Poor sub-mission of JNNURM. The four focus areas related to the UIG sub-mission are: (i) Municipal finance and financial management; (ii) Service delivery; (iii) Planning; and (iv) Local Governance. The focus areas related to the Basic Services to the Urban Poor sub-mission are: (i) Statistical / MIS capacity building in ULBs; (ii) Skills development; (iii) Urban poverty challenge fund; and (iv) ULB poverty alleviation strategies.

IPE has been awarded the contract to function as PMUfor Bihar Urban Infrastructure Development Corporation(BUIDCO) as an extension to the DFID supported Strengthening Programme for Urban Reforms Bihar
The PMU within BUIDCO will be responsible for two complementary activities: (a) Managing implementation of on-going and proposed infrastructure projects across the state and (b) Helping in development of new projects and support in leveraging resources through public-private partnerships and other innovative mechanisms.

IPE has been short-listed to submit proposal for Conducting an Assessment on the Harmonized and Integrated Pool System of State and Municipal Financial Administration Functions in Ethiopia.
The overall objective of the consultancy assignment is to undertake a detailed assessment on the public financial administration pool system of woredas and towns, identify the strengths and weaknesses of the system, and also identify the problems which have been encountered in implementation so far and recommend solutions.

The objective of this project is to evaluate and document the impact of the CSGF in its aim to improve the accountability, inclusion and responsiveness of Malawian governance through increased citizen engagement. This includes measuring outcomes of supported projects, appropriateness of support mechanisms and overall impact of the CSGF.

IPE Global shortlisted for providing consultancy services for 'Preparation and Implementation Support for the Integrated Development Plan for the Eco-sensitive Zone of Dandi in Gujarat.'
Objectives of this consultancy assignment is to prepare an 'Integrated Development Plan' for the 'Dandi Eco-sensitive Zone', including the villages of Dandi, Samapor, Matwad, Sultanpur, Aat and Onjal – together covering an area of about 25,350ha; with objectives consistent with the objectives announced in the 'Green Actions for the National Dandi Initiative', viz., (i) conservation of the coast and coastal resources such as mangroves, wetlands, bio-shields; (ii) promotion of nature based development resources such as non-conventional energy sources, conservation of water and waste management; (iii) promotion of integrated village and community development; and (iv) promotion of eco-tourism and environment positive branding of destination Dandi.

The aim of this project is to introduce and implement accrual based double entry accounting system in an IT environment in all sixty-two cantonment boards across India. The pilot project will cover two boards – Agra and St Thomas Mount cum Pallavaram (Chennai).

IPE concludes World Bank's Evaluation of the Pilot Local Investment Grant (LIG) under Protection of Basic Services Project Phase II
The objective of the project was to evaluate the pilot LIG and identify lessons learned on how to scale-up capital investment at the woreda level through better fiscal system, and understand requirements in-terms of capacities and tools to ensure quality investments.IPE made presentation of its findings in a workshop on 21st July, which was attended by senior representatives from Ministry of Finance and Economic Development, Regional/State Presidents, District officials and key officials from World Bank, DFID, IRISH AID, FINNISH AID etc

UK's Henderson Equity Picks up 26% stake in IPE Global
UK-based private equity fund, Henderson Equity Partners, has invested $10 million in Infrastructure Professionals Enterprise Global Pvt. Ltd (IPE Global). It has picked up a 26% stake with the investment from its second Asia Pacific fund. IPE Global is the fund’s seventh investment in India and the portfolio includes companies such as HT Media Ltd and Jubilant Life Sciences Ltd.

IPE awarded TA-40382-01 (IND) Capacity Development for Project Management of Infrastructure Development for Rural Livelihood Enhancement-Package 1
The purpose of TA is to encourage sustainable economic growth by developing the project management and implementation capacities of the EA in (i) overall project management capacity; (ii) overall procurement management capacity improvement, with respect to preparation of tendering for subprojects (project readiness on procurement); (iii) preparation and pilot implementation of a strategy to facilitate partnerships with the private sector and to promote community participation in tourism-related economic activities; (iv) preparation of tourist destination management and master plans, including mobility plans, with sections on gender aspects, along with support for their endorsement; and (v) a baseline survey of gender-disaggregated employment statistics, which will be used for target setting in some of the design and monitoring framework indicators.

IPE won the Consultancy Services for PMU for World Bank assisted Projects under NGRBA in West Bengal

IPE awarded contract by DFID to assess Kolkata Municipal Corporation Performance under KUSP
India: IPE appointed by DFID India to carry out an assessment of Kolkata Municipal Corporation (KMC) Performance under Kolkata Urban Services for the Poor Programme. The review requires IPE to assess KMC's performance on critical areas including (i) E-governance: effectiveness of citizen charter implementation focusing on grievance redressal and customer satisfaction; (ii) E-Seva Kenda (Citizen Service Centre): focusing on efficiency gains and citizen satisfaction;(iii)GIS/property tax: unit-area assessment and GIS mapping leading to expected increase in demand and revenue earning;(iv) Below poverty line (BPL) list preparation: focusing on access of state and central government programs to BPL population as against earlier-followed Councillor List; (v) Health: focusing on impact on recorded incidences of malaria, diarrhoea and dengue; and (vi) Education: focusing on recorded change in admissions, attendance, drop out rates and student performance.

IPE wins World Bank project in Bangladesh for Performance Evaluation of Civil Works in HNP sector
Bangladesh: IPE has been awarded the contract for Performance Evaluation of Civil Works Investments under World Bank funding. The objective of the review is to determine the status and effectiveness of investments in civil works in the Health, Nutrition and Population Program (HNP) sector over a 10 year period. The study will take stock of civil works undertaken over the years and arrive at a set of recommendations for strengthening the civil works planning, contracting and management system in the Ministry of Health and Family Welfare (MOHFW).

India: IPE has recently been awarded the contract for consulting services to Support National Health Systems Resource Centre (NHSRC) in Redesigning and maintenance of the Website. The consulting services include redesigning of the NHSRC website giving it a more contemporary look and feel, facilitating provisions for building community interaction forums (such as bulletin boards) to allow interaction on various issues related to the health sector in India and provision of a user-friendly content management system allowing authenticated users from NHSRC to upload / update data. IPE will also develop a web marketing strategy for NHSRC and implement it including search engine optimization, finding new audience for the website.

Indonesia ADB TA 4693 INO: Monitoring and Evaluaation of Nutrition Improvement Through Community Empowerment (NICE)
IPE has been awarded the contract for providing consultancy services for undertaking M&E for NICE project in Indonesia. The TA aims to develop M&E systems to increase results orientation by helping effective monitoring of the project targets, thus strengthening nutrition and evidence-based planning and budgeting for local nutrition programs.
The output of the TA will be strengthened internal and external accountability to help prevent fraud, corruption, misuse of project funds, and delays in project implementation.

Nepal ADB TA 7384 NEP: Institutional Strengthening of Nepal Planning Commission
IPE has been recently awarded the contract for supporting National Planning Commission of Nepal providing institutional strengthening support to facilitate federal development planning within the country. The TA will help the Government to examine different options of development planning in a federal system of governance and the implications for Nepal. This will in turn help to take a well-informed policy decision on the form and substance of a development planning system suitable to Nepal, thereby facilitating its institutionalization, including restructuring of the government's central planning organization (NPC).
The impact of the TA will be institutionalization of a federal system of development planning suitable to Nepal's context.

IPE has been contracted by DFID to provide programme, financial, HR management support as a Management Consultant to support NCERT in conducting the Programme for International Student Assessment (PISA) 2009 across Pilot States of Himachal Pradesh and Tamil Nadu. PISA is an internationally standardized assessment that was developed by OECD member countries and administered to 15-year olds in formal education set up. India has signed up to participate in the 4th assessment cycle in 2009.

DFID-supported International NGO Partnership Programme (IPAP), is a partnership between DFID and seven INGOs to work on social exclusion in India. The goal of the programme is to improve social, political and economic position of socially excluded communities. The purpose is to increase the responsiveness of government programme implementation, mechanism and service delivery to the needs of the socially excluded communities.

IPE is presently appointed as consultant to Ministry of Women and Child Development (MWCD) providing consultancy support for preparing robust implementation plans for ICDS Reform project in line with the five reform principles that are grounded in technical and programmatic rationale to improve maternal and child nutrition.
The support areas particularly include Project design and development support for Project Implementation Plans (PIPs) preparation; and strengthening M & E system including improved use of routine monitoring data, analysis of key indicators and designing of a results framework for the project.

The project intends to support Ministry of Urban Development, Government of India in strengthening the capacity building initiatives including processes and procedures like developing guidelines for project formulation and appraisal, tracking of project resources, tracking project funding commitments and expected project cash flows and monitoring individual project indicators against committed milestones. Though the project aims to improve the systems and skills of 20 ULBs in 8 identified states for urban management and urban poverty reduction, it is envisaged that efforts will be made to include as many ULBs as possible in accordance with the needs of the cities and funds approved under the programme.

Afghanistan: World Bank: Survey on IDPS in Urban Settings
IPE is involved in developing the tools and conducting a survey for providing a profile and vulnerability/need assessment of IDPs living in informal settlements in urban areas. The survey seeks to improve knowledge and understanding of internal is placement issues and urban trends in Afghanistan. This work will feed into ongoing poverty assessment in Afghanistan, and will generate evidence and methodological approaches that can be useful to similar contexts.
