Our Board of Directors

IPE is led by aspiring visionaries providing strong leadership and strategic direction to the company. The Board comprises:

Ashwajit Singh
Managing Director

A Chartered Accountant, Company Secretary (Gold Medalist), and an alumnus of the London School of Economics, Mr. Ashwajit Singh has provided strong leadership and strategic direction to IPE since inception. An urban infrastructure finance specialist, Mr. Singh has also led many complex projects in over ten countries in Asia and Africa and brings an extensive thirty years of experience in areas of Corporate and Business Strategy, Efficiency enhancement, Municipal Finance and Management, Policy Framework and Institutional Strengthening. He has worked extensively with various governments, international aid agencies and donors, and had been a former Chairman of the Public Administration and Management- Technical Advisory Panel (PAMNET) of the Africa Capacity Building Foundation (ACBF).

Dr Swapan Kanti Chaudhuri
Director

A doctorate in Finance, with over three decades of teaching, research and consultancy experience, Dr. S K Chaudhuri has been closely associated with IPE as Financial and Economic Advisor since 2003. In 2007, he joined IPEs Board as an Executive Director and leads the economic and financial practice of the company. Over the years, Dr. Chaudhuri has worked as lead/senior consultant in several domestic and international assignments funded by the World Bank, DFID, ADB, European Commission and USAID. His areas of expertise include: corporate finance; corporate restructuring; strategic cost management; tariff and cost analysis; infrastructure project financing; municipality financing; power sector reforms and restructuring; public sector enterprise reforms; public finance (fiscal analysis, Medium Term Expenditure Framework (MTEF), Public Expenditure Tracking Survey (PETS) etc.); and Fiduciary Risk Assessment (FRA). Dr. Chaudhuri was a visiting scholar at J L Kellogg Graduate School of Management in USA and Manchester Business School in UK. He is also an empanelled consultant of The Global Fund, Geneva and has undergone their training program on Indefinite Quantity Contracts (IQC). Dr. Chaudhuri has a large number of publications to his credit.

Mr. Sunil Mitra
Director

Mr. Sunil Mitra - Former Secretary Finance and Revenue, Government of India belongs to the West Bengal cadre of Indian Administrative Service. He completed an Honours Course in Chemistry from Hans Raj College, University of Delhi and joined the Indian Administrative Service in 1975. He has 35 years of public service experience in diverse fields such as Industrial Development, Public Enterprise, Energy, Defence and Finance. He has held important posts in the centre and state. As Principal Secretary, Public Sector Enterprises and Principal Secretary, Power, Government of West Bengal, Mr. Mitra was responsible for major restructuring and reforms in the state. He pioneered the Exit Policy for PSUs in West Bengal in collaboration with DFID that took over eight years to change mindsets of various stakeholders. As Revenue Secretary to the Government of India, Mr. Mitra was responsible for the collection and development of India’s tax administration, both direct and indirect, and implementation of drug laws AML/CFT regime etc. Within this sphere, he reported directly to the Finance Minister, Government of India, on all matters of country’s revenue administration.

Mr. Vishal Marwaha
Director

Vishal is the Chief Adviser of Henderson Equity Partners for India. He has over twenty years of private equity and investment banking experience having previously led HSBC's South Asia private equity operations and the Indian operations of Donaldson, Lufkin and Jenrette and having worked for ANZ Bank for ten years in both India and Australia. Vishal is a Chartered Accountant and holds an Honours degree in Commerce from the University of Delhi.

P U Asnani
Director

A law professional by qualification, Mr. Asnani is one of the country’s renowned experts on urban governance and an International Expert on Solid Waste Management. Working in the urban sector for over 30 years, Mr. Asnani’s experience and expertise is widely sought by various governments and civic authorities both nationally and internationally. He is a member of the Property Tax Reform Committee constituted by the Government of India, he has been a member of the Supreme Court appointed Expert Committee on Solid Waste Management; a member of Technology Advisory Group & Chairman of the Core Group on appropriate Technology & Research & Development in Solid Waste Management . He was a member on the Expert panel to draft the National Manual on Solid Waste Management constituted by the Ministry of Urban Development, Govt. of India. He has prepared several DPRs and provided technical assistance on Solid Waste Management to 18 State of India. He was an Urban Environment Infrastructure Advisor for India to USAID for 9 years and a Team Leader for Solid Waste Management Learning Programme in India supported by the World Bank Institute for 3 years. He was an international consultant on an ADB project for advising legal and Instituational framework on SWM in Bangladesh. He is the international expert-SWM on the World bank mission for National Ganges River Basin Authority Project. Besides he has rendered his expert services in several countries like Sri Lanka, Nepal, Vietnam, Indonesia and Mangolia among others. He is the founder member of Sabarmati River front development corporation ltd. He is also the Vice president of the City Managers’ Association, Gujarat since May 1997.

Kawaljit Singh
Director

Mr Kawaljit Singh started his career in the Indian Revenue Services in 1955 and has held various prestigious positions including that of the Additional Commissioner of Sales Tax, (1967), Commissioner of Income Tax, Delhi, (1985) and Chief Commissioner of Income Tax, Rajasthan and Madhya Pradesh (1987). Mr Singh was also the Financial Advisor and Chief Accounts Officer, Delhi Electrical Supply Undertaking (1971-1976) and Finance Member, Delhi Development Authority (1976-1985). Currently as director of IPE, Mr. Singh is primarily responsible for legal compliance and quality assurance of processes and procedures at IPE Global.

Prof Mohit Bhattacharya
Director

A doctorate in Public Administration and former Vice Chancellor of the University of Burdwan, West Bengal (1988-1996), Prof Bhattacharya joined IPE as Director in 2002. Prior to this, Prof Bhattacharya has been faculty at the Centre of Urban Studies, Indian Institute of Public Administration (1964-1979) and subsequently the Centenary Professor of Public Administration, University of Calcutta (1979 to 1988). Prof Bhattacharya was Chairman of the West Bengal Municipal Finance Commission (1992), a Member of the Second West Bengal Police Commission (2000) and Chairman of the West Bengal Municipal Administrative Reforms Committee (2001) .

K Dharmarajan
Director

A former Director General, Indian Institute of Foreign Trade, New Delhi (1998-2002), Mr. Dharmarajan joined IPE Global as Director in the year 2004. Prior to this, he served in the Indian Administrative Services between 1968-2002 and held many prestigious designations including Deputy Secretary, Ministry of Defence, Government of India (1979-1980); Director, Ministry of Energy, Government of India (1980-1983); Commissioner & Secretary, Housing and Urban Development, Government of Tamil Nadu (1985-1987); Joint Secretary, Ministry of Urban Development, Government of India (1989-1994); Secretary, Commercial Taxes, Government of Tamil Nadu, (1996-1998). Mr. Dharmarajan has also worked as a Consultant to the World Bank during 1995-1996 and as one of the advisors to the Government of India, contributed extensively to the development and strengthening of the 74th Constitution (Amendment) Act.

Dr Gangadhar Jha
Director

A doctorate in Urban and Public Finance, Dr. Jha is an Institutional and capacity building expert with over 20 years of experience. Having worked across India and internationally in Sri lanka, Iraq and Bangladesh he has led a number of donor funded projects for ADB, UNDP, JBIC, DFID as well as various state and Central government departments. Dr Jha’s specialization includes urban governance, financial reforms, resource mobilization, institutional development and capacity building. Dr. Jha started his career in 1983 as a Lecturer at the Indian Institute of Public Administration (IIPA), New Delhi. In November 1994, Dr, Jha was appointed as Economic Advisor for the Delhi Finance Commission, Government of the National Territory of Delhi. He has also worked as Coordinator of the USAID funded FIRE-D Project with the National Institute of Urban Affairs (NIUA) from 1996- 2002. In November 2002, that Dr. Jha joined IPE Global as Principal Consultant and subsequently joined the Board. Dr. Jha is primarily responsible for the Governance and Public Policy Practice of the company.

Amit Sardana
Director

Mr. Amit Sardana is a post graduate from Indian Institute of Management, Ahmedabad (Synchronized learning with support from NIIT) and has over 15 years of extensive experience working in over 50 cities in India and on more than 20 municipal sector reforms projects. His key areas of expertise include urban management, e–governance, project management and implementation. Mr. Sardana has worked with international donors such as the World Bank, UNICEF, and DFID and was instrumental in setting up 5-year Capital Investment Plan (CIP) for debt management to strengthen the financial framework for long term debt funds to enhance the quality of urban infrastructure in the states of Bihar, Gujarat and Tamil Nadu.
